The Assistant Vice President (AVP) for Human Resources reports directly to the Executive Vice President and Chief Financial Officer and is responsible for leading the University's Human Resources function. The position is responsible for developing and implementing strategic human resource initiatives that support the core educational and administrative objectives of John Carroll University in accordance with the University's Strategic Plan. This person will bring creative thinking to the process of acquiring, developing, allocating, leading, and managing human capital across the University, and works closely with the University's Provost and Academic Vice President and Academic Deans in achieving these goals with respect to faculty

The AVP for Human Resources also provides leadership and direction to ensure Human Resources is service oriented and responsive to the needs of the University. This individual will collaborate with key University administrators and provide strategic leadership and guidance regarding all human resource aspects of the University's units, operations, policies, objectives and initiatives in an effort to build, develop and retain a diverse and highly qualified workforce. This role requires the active management of human resource functions and employee engagement initiatives, including compensation, benefits, talent management, employee relations, employee performance management, training and recognition programs. The position implements personnel policy and procedures and supervises or directs the work of the Human Resources staff

Duties and responsibilities
Develop and define departmental strategic goals and objectives to achieve established benchmarks in coordination with the University's Strategic Plan
Responsible for examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures in line with the University's strategies, goals and objectives
Oversee the talent acquisition, applicant tracking and retention process. Ensure position classification, recruitment and employee selections are accomplished within acceptable time frames and in accordance with established policies and guidelines.
Oversee wage and salary administration, including maintenance of periodic compensation level (benchmark) surveys, development and maintenance of a position classification process and development of longer term compensation plans for faculty and staff.
Serve as liaison and/or active participant on various committees including the Human Resources Policy Review Committee, University Strategic Planning Group, Staff Council and other designated committees.
Develop, interpret, revise and maintain personnel policies and procedures
Ability to interpret and advise on the application of various employment laws including matters involving FLSA, FMLA, EEO, USERRA, ADA and Affirmative Action.
Direct the coordination of medical, dental, vision, life insurance, wellness, retirement, tuition waiver and other related employee benefit programs and ensure cost accountability and compliance with applicable policies and state and federal laws.
Oversee employee relations matters including investigations, position eliminations, restructures, corrective action reports, performance improvement plans and grievances
Administer the University's employee performance evaluation process.
Direct and communicate recognition programs, employee orientations and on-boarding programs
Develop and maintain filing and retrieval systems for storing historical human resource records as required by law and University policy
Analyze and assess training and development needs
Build and maintain a highly competent Human Resources Department staff through appropriate recruiting, selection, orientation, training, team building and mentorship
Develop and manage the Human Resource Department budget according to established formats, guidelines and due dates.
Research, organize, document and complete special projects assigned by the Executive Vice President and Chief Financial Officer.
Coordinates with Legal-Council and performs other job-related duties as assigned

Required qualifications
Bachelor's degree from an accredited institution in human resource management, business administration, personnel management or related field.
Minimum of fifteen years of progressively responsible human resource management experience.
Strong functional human resources experience in the areas of employee engagement, employee benefits, employment law, compensation, employee relations, talent management and retention, recognition systems, training and development and information systems.
Experience using word processing, spreadsheet and human resource information system software.
Minimum of eight years of supervisory experience and decision-making skills.
Ability to analyze and interpret statistical data
Professional verbal and written communications, presentation and interpersonal skills.
Budget formulation and management experience
Sensitivity to issues related to recruitment and retention of a diverse workforce.
Ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds

Preferred qualifications
Master's degree from an accredited institution in human resource management, business administration, personnel management or related field
Senior Professional in Human Resources (SPHR) or SHRM Senior Certified Professional (SHRM-SCP).
Relevant experience working in or with higher education

Normal working hours and conditions
University core business hours are generally 8:30 am ? 5:00 pm. However this position will require work to be performed outside of normal business hours based on department operations.

Physical requirements
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other office locations and to verbally communicate to exchange information.
