The Department of Behavioral Health and Developmental Services’ Office of Human Resources Development and Management is seeking a highly effective seasoned classification and compensation analyst to provide services in innovative compensation strategies, position classification, FLSA, market-based pay practices, and training & development to human resource staff, ensuring DHRM/DBHDS policy compliance, and serving the needs of over 6,000 employees at the 14 behavioral health/developmental disability facilities, statewide.


Duties include: Implementation of compensation practices to effectively meet local needs; review, analysis, and approval of facility compensation action requests, ensuring compliance with salary action plan requirements and internal equity; review and analysis of proposed position classification changes, ensuring appropriate functionality and proposing a number of alternative solutions; gather and analyze data; develop comprehensive reports and present findings; review and maintain facility hiring request, ensuring consistent and equitable application of policy for all DBHDS facilities, and various other HR initiatives as necessary to meet the agency's business needs. This position will provide timely and accurate guidance to HR professionals on classification, compensation, recruitment & selection, salary administration plans, and other HR areas which reflect best HR practices.

QUALIFICATIONS:   Considerable knowledge of compensation methodology, innovative compensation strategies, compensation trends, job evaluation techniques, compensation and classification policies and procedures, project management, and principles of research management. Working knowledge of HR management principles and policies, along with working knowledge of recruitment and selection policies and procedures. Demonstrated ability to administer compensation and classification programs, analyze information from various sources, draw logical and sound conclusions, work in a fast-paced environment, and present information in comprehensive oral and written formats. Demonstrated ability to establish and maintain strategic partnerships with customers. Advanced analytical, critical-thinking, and computational/statistical skills; effective communication skills, both verbally and in writing, consultation, facilitation, and presentation skills; strong understanding and experience in applying federal and state laws and federal wage and hour regulations. Experience in providing professional service in a variety of HR functional areas.


Preferred qualification:

Graduation from an accredited college or university with a major in Human Resources or related field is preferred. SPHR/PHR certification is highly desirable. Advanced level experience in job evaluation and position classification, and in developing, promoting, and implementing innovative compensation strategies is preferred.
