Wake County seeks an innovative and technically-oriented leader for the position of Deputy Human Resources Director. The fundamental reason for this position is to plan, direct, and manage Operations, a major division of the Human Resources Department. The position oversees the Benefits and Wellness Team, HR Systems Team, Payroll Team and the Administrative Support Team. The position provides direction and leadership to supervisors and program managers who direct various sections in day-to-day operations. The ideal candidate will be able to focus on leveraging technology to improve operational and transactional services, and be a strategic partner with the HR Director. Responsibilities further include evaluation and development of recommendation to improve Human Resources administration, procedures, policies and programs. This position serves as the backup HR Director and assist the HR Director in department planning. The Deputy HR Director of Operations is also responsible for providing leadership and oversight for the $44 million budget. The Deputy exercises considerable initiative with wide latitude for independent judgment. The position will be highly visible with frequent opportunities to present to the Deputy County Managers, Senior Leadership Team and the County Board of Commissioners.

Key Responsibilities: 
• Plans, organizes and directs the Operations division of Human Resources 
• Assists program managers with determining goals and objectives 
• Writes or directs the preparation of comprehensive management reports 
• Oversees benefits and wellness administration, planning and compliance 
• Oversees payroll functions, to include payroll processing, accounting and tax reporting. Evaluates opportunities to improve payroll processes and systems to ensure accurate pay and reporting. Ensures compliance with wage and hour, tax reporting and other applicable laws. 
• Provides direction and oversight for Human Resources systems, including recruitment, learning management and the HR portion of the County's Enterprise Resources Planning (ERP) system. Evaluates HR systems needs from both a user and technical perspective and implements new systems as needed. Maximizes integration between HR systems and other County systems to ensure efficient and effective service delivery. 
• Management and oversight of the budget including forecasting, preparation, presents justification of budget request, monitors expenditures and monitoring monthly and quarterly trends against budget targets

2018-2019 Initiatives: 
• Updating payroll and operations policies and procedures 
• Implementing a new recruitment, onboarding, employee evaluation, compensation and succession planning IT systems 
• Upgrading the current HR Information System platform

Recruitment range: $100,000 - $125,000

Requirements

Qualifications:
• Bachelor's Degree in Public Administration, Human Resources Management or related field. 
• At least 5 years’ experience in a leadership role in human resources 
• Previous experience in managing staff
• A master’s degree and PHR, SPHR, SHRM-CP, or SHRMSCP certification is preferred. In addition, knowledge of Human Resources within local government operations and six years of progressively responsible Human Resources experience, including three years in a supervisory role are highly desired. Experience in benefits administration, HR systems and/or payroll is preferred.
