The GSUSA Office of Human Capital Management is seeking a Director Senior Systems Engineer/Administrator (SSEA) to plan, implement and oversee all human capital activities for the school including employee relations, recruiting/employment, benefits, compensation, employee training anddevelopment, performancemanagement, and workforce planning. DUTIES AND RESPONSIBILITIES
• Develop and implement organization-wide human capital policies and programs; work directly with top management in developing human capital strategies.
• Identify areas requiring automation or outsourcing; select products and/or service providers; monitor and evaluate product/provider performance.
• Ensure school compliance with all laws and regulations such as EEO,FLSA, ADA, ERISA, FMLA, OSHA, etc.
• Counsel employeeswith grievances, concerns or performance problems; mediate supervisoremployee problems when necessary; advise and train managers on organizational policy matters such as equal employment opportunity and sexual harassment.
• Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
• Advise managers onworkforce planning; oversee the identification of staff vacancies and recruit, interview and select applicants; plan and conduct new employee orientation to foster positive attitude toward organizational objectives.

• Conduct employee terminations, ensuring legal compliance.
• Represent organization at personnel-related hearings and investigations.
• Develop, implement and oversee a performance assessment programfor the school, ensuring that employees and managers are trained in the program.
• Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment and employee relations.
• Ensure that programs and policies are documented and receive a legal review prior to implementation; ensure managers and employees comply with programs and policies.
• Bachelor's degree in Human Resources or related field required; Master's degree preferred. PHR or SPHR is preferred.
• Minimumof 10 years of experience is required, with cross-discipline exposure, and with at least 2 years of full supervisory experience.
• Must possess in-depth knowledge of applicable laws and regulations. Must have knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, work/production methods,and the coordination of people and resources.
• Must have strong PC skills.
• Must have superior verbal andwritten communication skills. Must have the ability to be an effectivemediator.
