Employee benefit programs are an integral part of the total employee compensation package and assist the member institutions and affiliates ofThe Claremont Colleges in hiring and retaining the best talent in order to remain competitive employers in higher education and the general marketplace. Reporting to the Vice President of Finance and Administration (VPFA), the Director of Benefits Administration works with senior management to implement and administer employee benefit plans towards this objective. The portfolio of plans includes retirement (defined benefit, 403b and 457), health, dental, vision, life, workers' compensation, and disability

Leadership

• Demonstrates leadership and expertise in benefit plans design and management for The Claremont Colleges member institutions and affiliates (the “Colleges”), as applicable
• Coordinates benefit plan design by working with CUC senior management, intercollegiate committees including the Human Resources Committee (HRC) andBusiness and Financial Affairs Committee (BFAC), internal resources, brokers and consultants to define needs and develop plan options and strategies
• Stays current with industry trends in plan design and management and makes recommendations to the HRC and BFAC on cost effective changes which enhance the total benefits program
• Directs the vendor proposal and selection process through internal resources and consultants as necessary
• Directs the benefits orientation process for new faculty and staff as requested by the Colleges; evaluates program effectiveness and initiates changes as necessary
• Leads and directs the annual enrollment process including setting an enrollment timeline; coordinating meetings with the HRC, BFAC, and faculty representatives to deliver information on plan design, enrollment and performance; conducting research on options and strategies; securing vendor pricing through competitive bidding
• Leads a process of communication to employees regarding annual enrollment, new plans and changes to existing plans (regulatory and other); works collaboratively with CUC Communications to direct the design and function of benefits communication websites
• Participates positively and collaboratively with CUC leadership and staff to promote CUC services and reputation

Supervision and Administration

• Organizes staff and processes to effectively carry out the day-to-day operations in managing the approved portfolio of benefit plans and providing services to participants
• Hire, train and cross-train qualified staff to carry out assigned responsibilities
• Evaluate staff performance against job descriptions and performance metrics in accordance with established guidelines
• Leverage HRIS system and other capabilities to design efficient and effective workflows to carry out the specific tasks required in the enrollment, plan administration and benefit delivery processesDesign and direct a program of providing excellent customer service to plan participants including one-on-one counseling and answering participant questions
• Collaborate with HRC and BFAC on the design of plan administrative processes; collaborates with Payroll, Controller and Risk Management/Insurance functions to establish seamless and accurate benefits enrollment and payment processes
• Ensure that plan participants across the Colleges are enrolled timely and accurately
• Direct the maintenance of vendor participant databases to ensure accurate and complete records
• Design and regularly update metrics that provide management information about the efficiency and effectiveness of key processes
• Monitor and evaluate the performance of administrative process and take corrective actions when necessary; meet with the Colleges' human resources and business leaders regularly to review performance of administrative processes and work collaboratively to take necessary corrective actions
• Monitor and evaluate vendor performance, take corrective actions when necessary and recommend vendor changes to CUC's VPFA , the HRC and BFAC as appropriate
• Coordinate the timing and completion of plan audits with the independent auditor

Technical

• Directs or conducts technically oriented tasks to maintain the approved portfolio of plans on an ongoing basis
• Stay current on state and federal regulatory changes impacting the plan portfolio
• Initiate changes to plan documents to meet compliance requirements of ERISA, the Internal Revenue Service, the Department Of Labor and state insurance regulators
• Direct completion of regulatory reports, including IRS Form 5500, etc
• Negotiate vendor contracts and recordkeeping agreements
• Conduct research on specific topics as requested by CUC senior management, the HRC or BFAC

Required Education:

• Bachelor's degree in Business or a related field


Preferred Education:

• Certified Employee Benefit Specialist (CEBS)


Required Experience :

• Minimum years of relevant work experience is 10 years, experience with increasing responsibilities, which include management of a function or department and supervisory experience, professional experience in leadership and operational roles designing, implementing and managing employee benefit plans and programs including; tax deferred retirement plans, health and health related plans, group life, workers compensation and disability insurance plans

preferred Experience :

• Prior HR experience




- Exceptional oral and written communication skills as well as proven experience speaking to small and large diverse groups of participants, faculty and management

- Excellent relationship building skills and ability to work collaboratively as part of an effective administrative team to reach goals and make decisions

- Knowledge of and experience in administering and ensuring compliance with applicable state and federal statutes, regulations and policies related to employee benefit plans

Computer skills

- Experience with office Microsoft Office software and HR management information systems

Preferred Knowledge and Critical Skills :

• Knowledge of State of California employee benefits regulations and experience with compensation plans and strategies are helpful
