The Human Resources Director (HRD) has overall responsibility for all HR functions within the Bank and its subsidiaries. The HR Director is in charge of planning and managing human resource programs and must perform functions in conformance with established Bank strategies, policies and procedures. The HRD will originate and lead HR practices and objectives that provide an employee orientated high performance culture.




All managers of BankNewport are expected to support Bank wide efforts designed to understand, measure, monitor, reduce, control and report risk in the most efficient and cost-effective manner. Risk management includes but is not limited to compliance risk, credit risk, liquidity risk, market risk, and reputation risk operations risk and systems risk as well as attention to physical building safety and security.


In conjunction with risk management, this individual is responsible for insuring the creation, completion, and or on-going maintenance of Control Assessment Documents (CAD’s). This may include creating or modifying internal control policies and procedures, flowcharts, narratives, or checklists in an effort to continuously update and improve the CAD’s. Continuous review of internal controls and identification of risks are expected. 


Acts as System Administrator and primary application specialist for all Human Resources third party applications. Responsible for the user access controls, security, maintenance, updates and disaster recovery of said applications. Acts as primary vendor liaison responsible for maintaining vendor relationship, contracts, contact information and keeping up-to-date on vendor initiatives.


1.Performs any functions necessary, within scope of authority and expertise, to provide the highest level of service and responsiveness to customers.


2.Develops and ensures the effectiveness of the department’s plan of organization. Leads the development of department goals, objectives and systems. 

3.Develop and implement HR programs that support business objectives including competitive compensation and benefits programs, HR policies and guidelines, regulatory compliance programs organizational development programs, payrolls administration as well as the recruitment and retention strategy for the Bank


4.Develops and manage the performance management program for the Bank. This includes designing and measuring the effectiveness of the performance review tools, training associates and communicating the process as needed. This also includes annual salary planning with management.


5.Provides for effective talent acquisition and retention in accordance with Bank needs.

6.Provides consultation to management on sensitive employment issues, assist with disciplinary    action including terminations and engage legal counsel as needed. Anticipate and resolve litigation risks.


7.Ensures compliance with all employment laws, including EEO, ADA, FMLA, and FLSA and Bank policies.

8.Directs and implement employee engagement and retention programs.


9.Completes internal control tasks, such as completing required governmental reports, monthly payroll audits and ongoing reviews of other HR reconciliations.


10.Provides ongoing analysis of HR Metrics. Report results and provide recommendations.


11.Establishes departmental measurements that support the accomplishment of the company’s strategic goals.

12.Oversees the activities of departmental staff. Conducts periodic performance reviews and makes hiring, salary and promotional recommendations. Provides coaching and guidance as needed.

13.Establishes an orientation procedure for onboarding new hires and training them to meet the needs of the company.

14.Serves as Plan Administrator for the 40l (k) program and Non-qualified plans.

15.Monitors, reviews and communicates all health and welfare plans.

16.Promote and oversee employee safety and wellness programs.

17.Oversees the payroll function.

18.Serves on Salary and Benefits Committee as requested by EVP Employee and Community Engagement.

19.Directs the salary administration program. Participates in the development of the annual salary expense proposal and other salary related activities.

20.Selects and supervises HR consultants and coordinates the company use of insurance brokers, carrier’s administrators and other outside vendors.

21.Conducts a continuing study of HR policies, programs and practices to keep mgt. informed of new developments.

22.Responsible for effective and timely employee communication.

23.Develops and administers programs, procedures and guidelines to help align the workforce with the strategic goals of the company.

24.Defines all HR training programs and assigns the authority /responsibility of HR and managers within those programs.

25.Keeps abreast of regulatory and competitive developments within the area of human resources. Ensures that departmental and bank wide human resource operations are in compliance with applicable laws and regulations.




Performs related and unrelated duties as may be required.




Bachelor’s degree or its equivalent through specialized education in human resource management. Seven – ten years of progressively responsible related experience. Must have a minimum of five plus years of experience in Human Resources leadership. Demonstrated experience in executive compensation and benefits preferred. Excellent managerial, interpersonal, analytical, problem solving, planning and communications skills required.   Must have a strong understanding of the various state and federal employment regulations.   Must be able to travel to various Bank locations. PHR certificate a plus.

Consults with Executive Vice President/Employee and Community Engagement when clarification or exception to Bank policy may be required.
