Departmental Overview

The Office of the Chief Information Officer (OCIO) includes eight departments and functions that directly report to the Associate Vice Chancellor for Information Technology and Chief Information Officer (AVC-IT & CIO). These reporting units include more than 280 staff and 30 student employees. The AVC-IT & CIO directly manages an operating budget of approximately $65 million which includes about $35 million of recharge revenue, and $1-2 million in grants and contracts

The HR & Business Services Manager is charged with managing the administrative services and general operations of the Information Services and Technology unit, including oversight of the human resources, procurement, operational support, and facilities functions. General management includes long and short-range planning in determining the mission and directing activities through subordinate management staff


HR & Business Services Strategy, Planning and Management
Manages, plans and administers all the administrative operations of a department with campus-wide scope and impact.
Serves as the department's expert regarding employee related (HR) actions and activities, and is the organization's primary contact with CSS-HR
Designs, develops and monitors operational processes, staff FTE, procurement, human resources, space planning and facilities.
Regularly interacts with peer managers across the organization and gains cooperation on key issues and processes
Manages systems and procedures to remove roadblocks and protect departmental assets.
Prepares short- and long-range planning documents for administrative operations and improvements to processes.
Establishes and recommends changes to policies which affect the department.
Represents the department on business affairs to the institution's community.
Responsible for results in terms of costs, methods, and employees

Team Management
Selects, develops, and evaluates personnel to ensure the efficient operation of the department
Provides guidance and direction for achievement of objectives
Establishes and assures adherence to schedules, work plans and performance requirements
Demonstrates values of excellence, innovation and integrity

Required Qualifications

Broad knowledge of campus processes, protocols and procedures with a focus on administration and personnel management.
Strong HR skills and experience in large, complex settings. Broad knowledge of HR matters and ability to respond to a variety of personnel related issues and situations
Strong verbal and written communication skills; ability to influence/persuade all levels of staff
Proven ability to organize department work functions in an efficient and effective manner
Demonstrated management and conflict resolution skills to effectively lead and motivate others.
Strong problem-solving skills to quickly evaluate complex issues and identify multiple options for resolution
Skills to work collaboratively with other campus departments, with an emphasis on CSS HR and Central HR
Skills in organization and customer service to effectively manage multiple important priorities
Demonstrated experience in leading and/or conducting continuous process improvement
Ability to use discretion and maintain all confidentiality
Broad knowledge of common campus-specific and other computer application programs.
Knowledge of UC Berkeley and UC system-wide HR policies and procedures preferred
