The HR business partner (HRBP) position is responsible for aligning client/organizational objectives with Human Resources plans and services. The role is key to the effective integration of HR value-added services with the administrative and academic departments of the college.


The position serves as a consultant to management on human resource-related issues, determining alternative courses of action, assessing risk, and proposing integrated solutions to achieve desired outcomes. The successful HRBP is viewed as a member of their client’s leadership team, and acts as both a change agent and employee champion. The role assesses and anticipates HR-related needs and communicates proactively within both HR and business management to finalize decisions and create project plans as needed. The position formulates partnerships across the HR function to deliver client-focused service to management and employees that reflects the business objectives of the organization. While primarily strategic in nature, the HRBP will also have extensive tactical responsibilities and will matrix-manage project teams and resources to ensure high quality solution delivery.


The HRBP maintains an effective level of business literacy about their clients’ challenges, financial position, midrange plans, culture and external threats/challenges. The HR Business Partner is a key leader in the transformation of HR service delivery, and works directly with the Touro College & University System’s Chief Human Resources Officer (CHRO) on strategic projects.




Responsibilities include but are not limited to:

  • Primary point of contact for managers and employees to understand HR service delivery model and obtain services.
  • Conducts regular meetings with respective client groups, including participation in appropriate staff meetings.
  • Consults with line management, providing HR guidance and influencing decision-making.
  • Establish and manage strategic projects, often in conjunction with senior leaders (Executive Management, Deans, Department Heads, CHRO).
  • Analyzes trends and metrics in partnership with the HR Centers of Excellence to develop solutions, programs and policies.
  • Responsible for Employee Relations. Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations, often in conjunction with the Office of Institutional Compliance. Conducts exit interviews, and determine trends.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with the legal department as needed/required.
  • Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Provides HR policy guidance and interpretation.
  • Assists managers in the creation of job descriptions, and provides guidance in hiring, promotion and transfer decisions.
  • Provides guidance and input on organizational restructures, workforce planning, talent management strategies, and succession planning.
  • Identifies organizational development opportunities, and facilitates identification/creation of employee training programs.




Required Qualifications and Experience

  • 5 or more years of Human Resources experience, including working knowledge of HR services (employee relations, performance management, compensation, talent management and recruitment, organizational development, employment law)
  • Exceptional analytical, problem solving skills, collaboration and matrix management skills
  • Demonstrated proficiency in communication (written and verbal)
  • Overall business acumen, ethical decision making and relationship management skills


Preferred Qualifications and Experience

  • Experience in higher education
  • Proficiency in Microsoft Office Suite including Word, Excel, Power Point, Outlook
  • Experience in HR systems and technology (including Banner)


Required Education

  • Bachelor degree


Preferred Education

  • Master’s Degree or other advanced education with an emphasis in Business, Employment, Human Resources, and/or Labor & Employee Relations


Physical Demands

  • Extensive Use of Computers
  • Extensive time sitting and standing
  • Able to lift up to 5 lbs.



  • Limited travel may be required
