This position will reside in the Austin, Texas area.


Job purpose


The Human Resource Manager will be responsible for Planning, organizing, developing, implementing, coordinating and directing human resources policies, programs and practices.


Duties and responsibilities


  • Ability to function as the HR Partner to the senior management team and all employees

  • Strong knowledge and management of FMLA, ADA, Workers Comp and effectively manage leave of absences

  • Develops and administers an effective life cycle recruitment program

  • Coordinates benefits programs; manages annual benefit elections

  • Partners with managers on corrective actions, performance improvement plans, and performance management

  • Serves as EEO officer (duties outlined in the Affirmative Action Plan); maintains the Affirmative Action Plan; develops formal procedures for handling complaints of harassment and/or discrimination

  • Administrator of company HRIS system and maintains employee records

  • Conducts new hire employee orientation and onboarding

  • Reviews and participates in employee releases and resignations

  • Maintains job descriptions for all salaried positions; job design; organization design

  • Develops annual departmental budget and performs monthly analysis

  • Represents HR Department on company-wide initiatives

  • Ensures legal compliance to applicable laws, rules and regulations and company policies; consults legal counsel as needed

  • Develops, promotes and administers programs for employee rewards and recognition

  • Communicates and reinforces the Company vision, values and goals to Company personnel

  • Ability to manage Unemployment responses and any hearings involved

  • Excellent investigative, interviewing and mediation skills

  • Works closely with the HR Director to achieve business success

  • Performs additional assignments as directed

Education and/or Experience:

  • At least 10 years of Human Resources Exempt level experience, preferably in the Construction Industry

  • Demonstrated ability to lead people and get results through others

  • Demonstrated ability to think ahead and plan over a one-to three-year time span

  • Problem analysis and problem resolution at both a strategic and functional level; sound judgment

  • Strong Employee Relations skills

  • Excellent interpersonal and communication skills; ability to establish and maintain effective relationships with a wide cross section of individuals


Computer Skills: Experience with Microsoft Office products and some ability to adapt to other computer software. Experience with HRIS systems, specifically SuccessFactors.


Working Conditions


Consists of both office setting and on-site at plants. Office environment will include suitable work areas and standard office equipment. On site work consists of activities which include navigating heights, machinery and exposure to elements such as dust, changes in temperature and weather. Required safety equipment will be issued and policies and procedures focused on safety will apply.


Physical/Mental Requirements


While performing the duties of this job, the employee is regularly required to talk and hear. This position requires standing, walking, bending, kneeling, stooping, crouching, crawling and climbing at times. The employee must frequently lift or move items up to 10 pounds and occasionally lift or move items up to 20 pounds. Must be able to frequently climb stairs and ladders. May occasionally deal with heights. Excellent interpersonal skills; ability to establish and maintain effective relationships with staff, employees and managers. Effective conflict resolution abilities. Ability to present facts and recommendations effectively in oral and written form. Ability to read, write and do mathematics.

  • Must be willing to travel to work sites as needed
