PRIMARY DUTY:Provides leadership and direction to the Human Resources function for the city. Administers major programs in the areas of; policy development and administration, recruiting, compensation, benefits (health, dental, life, LTD, etc.), employee records, employee and manager relations. Oversee worker’s compensation program and a self-insured health and dental plan for eligible employees.

Job Duties

S

Oversee day-to-day operations of the Human Resources Department.

S

Assist City Manager’s Office as needed with development and administration of new policies.

S

Update and maintain the city’s employee handbook policies.

S

Assist Directors and Department management with employee performance issues and policy administration as needed.

S

Prepare and maintain the department’s annual budget and assist Finance as needed in preparing statistical data for base wages, wage increases, step plans, etc. on a city-wide basis.

S

Set protocol and oversee the City’s employee recruitment plan.

S

Prepare, communicate, and administer the city’s compensation and benefits plan with the assistance of the H.R. staff.

S

Conducts surveys with area cities and agencies as needed.

S

Management of workers’ compensation insurance program.

S

Reviews legislative changes affecting employees and communicates as needed with City Manager’s office making recommendations related to compliance, policy changes, etc.

S

Oversee the RFP process and vendor selection for all benefits programs.

S

Administer self-insurance documents to assure plan compliance for health, dental coverage.

S

Administer life, LTD, and other ancillary benefit programs.

S

Assist with ADA compliance issues as needed.

Serve on the Emergency Operations Center (EOC) team responding to regular call duty and assisting with emergency ops for the City as needed.

Make presentations to the City Council, employee groups, or the public as needed.

 

 

 

SUPERVISORY RESPONSIBILITIES:

 

Supervision of Human Resources staff.

 

 


NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

 

 

 

  • Proven management and leadership experience and skills.
  • Excellent communication skills (verbal, written, phone, and customer service included).
  • Must be able to read and interpret policies (city), benefits documents (insurance), and regulations (state & federal).
  • Must have intermediate to advanced personal computer skills including, but not limited to, Microsoft office applications. Knowledge of Sungard/H.T.E. (AS400 & I-series applications) preferred.
  • Must have math skills sufficient to administer budgets, compensation plans, etc.
  • Ability to prepare business letters, reports, and summaries from various data sources in an organized and professional business format.
  • Working knowledge of health plans and retirement plans.
  • Must be able to maintain a high level of confidentiality at all times related to employee actions, employee health, and general business operations.

 

 

 

 

 

EDUCATION AND EXPERIENCE:

 

Bachelors’ degree and 8-10 years of Human Resources experience with at least 3-5 years in a

 

Manager, Assistant Director, or Director position.                                         

 

 

 

CERTIFICATES AND LICENSES REQUIRED:

 

Valid Texas Driver’s license with good driving record required. An H.R. related certification is preferred.

Manages employee records, employee and manager relations, and worker’s compensation. Supervises three Human Resources staff members (Benefits Manager, Human Resources Generalist II, Human Resources Generalist I).

 

 

 

 

 

QUALIFICATIONS:

 

 

 

  • Bachelors’ degree and 8-10 years of Human Resources experience with at least 3-5 years in a Manager, Assistant Director, or Director position.                                         

 

 

 

  • Valid Texas Driver’s license with good driving record required.

 

 

 

  • An H.R. related certification is preferred.
