Job Summary

The human resource manager is directly responsible for the overall administration, coordination and evaluation of the human resource function. S/he possesses excellent decision-making, strategic thinking, leadership, and inter-personal skills. The human resource manager maintains strict confidentiality, handles issues with discretion, and exercises good judgment with the highest ethical standards. 

 

Essential Job Duties

  • Develops and administers human resources plans, develops job descriptions, and maintains organization chart;
  • Recruits for all positions, including writing and placing advertisements, works with supervisors to screen and interview candidates, checks references, and prepares job offers;
  • Recommends and implements personnel policies and procedures, and maintains employee handbooks;
  • Conducts periodic pay surveys to maintain competitive compensation program;
  • Analyzes, recommends, and implements revisions to pay structure;
  • Prepares annual budget of salaries and merit pool;
  • Manages benefits administration, including claims resolution, change reporting, approving invoices, and annual evaluation of cost-effectiveness;
  • Develops and maintains affirmative action program, files EEO-1 annually, and maintains other records, reports and logs to conform to EEO regulations;
  • Conducts new-employee onboarding and orientations, monitors career-path program and employee relations counseling, and conducts exit interviews;
  • Maintains department records and reports, including I-9 employee files;
  • Participates in meetings as required, and maintains knowledge of human resource developments by attending conferences and seminars;
  • Maintains employee evaluation schedules and conducts 360° Survey Monkeys within a specified timeframe to ensure evaluations are completed by due dates;
  • Evaluates department initiatives in relation to established goals and recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed; and
  • Ensures compliance with all federal, state and local employment laws; and
  • In absence of bookkeeper and COO, processes payroll as needed.
  • Other duties as periodically assigned.

Education and Experience:

Required:

Bachelor's degree and five years of human resource experience, or nine years of experience in the HR field

Preferred:

Master’s degree in human resource management

Licenses and Certificates:

  • Valid Washington State driver’s license
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credentialed
