Develop, coordinate, implement, manage and maintain a robust volunteer program and performance management system designed to support the goals of departments, divisions, programs and services. 
Develop volunteer program policies and procedures.
Create strategies to identify and generate new opportunities for volunteer engagement and involvement.
Work with department volunteer coordinators to develop recruitment plans.  Assist with creating a description of duties, expectations and qualifications needed.  Assist with the recruitment, screening, interviewing and placement of new volunteers.  Ensure required paperwork is completed and filed. 
Coordinate, schedule and conduct orientation and training for volunteers.  Provide training to staff on managing volunteers; resolve issues.  Resolve operational problems such as scheduling, reassignments and personnel conflicts.
Manage and maintain a volunteer database. Prepare statistical and narrative reports pertaining to volunteer programs. Evaluate volunteer programs and conduct needs assessments. Compile data, prepare reports and recommend changes to improve programs. Maintain volunteer information to include: volunteer personnel files, evaluations, hours donated, and program assignments. Monitor the use and placement of volunteers.
Develops a recognition plan for volunteers; coordinates recognition events.
Foster partnerships with special interest groups, committees, community groups and others. Represent Metro Parks Tacoma at public meetings and hearings and make presentations about volunteer programs.

Develop the district training model.  Integrate the district's training model into customized curriculum that improves overall employee performance.
Oversees the development and implementation of a district-wide performance management program and provides advice and recommendations to management and staff.
Oversees the development and implementation of agency core competencies, core values, and key performance measures into performance appraisal system.
Analyzes and reports on measurement results.
Provides recommendations regarding new business practices, processes, procedures, guidelines, and organizational changes
Provides ongoing oversight and support to ensure that performance measures are being used to effectively manage operations, identify and manage risks, and effect organizational change.
Develops and conducts presentations and training to agency management and staff on the performance appraisal system.
Provides training and development opportunities to all levels of staff on performance management and systems.
May assist with developing and implementing agency performance improvement plans.


A minimum of four years of related experience overseeing human resource programs, preferable in the areas of volunteers and/or performance management. Graduation from an accredited college or university with a Bachelor's degree, preferably in Business with an emphasis in Human Resources or related discipline. Experience utilizing a database system, performing webpage maintenance, hosting training via conference calls or webinars, and use of online resources to promote programs or conduct recruiting efforts.
