 The Human Resources Generalist provides overall support for Human Resources related to employee relations, staffing, compensation, human resources systems, student employment, talent management and human resources projects. The HR Generalist will assist in the development and application of existing and emerging programs and procedures to reduce administrative workload and increase effectiveness within the Human Resources function.



  • Employee Relations Support:
    • Conducts investigations for union and non-union staff on behalf of the CIA regarding employee conduct and behavior. Conducts analyses as a part of investigation, including credibility assessments and statements of facts. Prepares investigation reports for final review and sign-off by the Assistant Director.
    • Reviews departmental disciplinary paperwork for completeness, accuracy and adherence to best practices. Drafts disciplinary paperwork as required for the Senior Director and Assistant Director, including termination letters and separation agreements.
    • Prepares notes for employee relations meetings on behalf of the Senior Director and Assistant Director. Prepares accurate records of all investigations, issues and matters dealt with for employee relations. Shows independent discretion in ensuring that all files are properly prepared documentation for the legal process if required.
    • Prepares notes for union meetings, including negotiations, and exercises discretion on the inclusion of supporting documentation for a complete record of collective bargaining.
    • Develops performance improvement plans (PIP’s) with departments for employees who are not meeting performance expectations.
    • Prepares legal files for attorneys engaged to assist in litigation actions regarding employment concerns.
  • Human Resources Support:
    • Executes on assigned role in large scale HR processes, including but not limited to annual performance appraisal and increase cycles, annual goal and objective setting, employee surveys, assigned wellness or employee events and annual compliance notices.
    • Supports the administration of internal compliance audits and examinations.
    • Assists with project management for HR activities as required.
    • Drafts HR policies and procedures for approval of the Senior Director.
  • Compensation Support:
    • Reviews and updates position descriptions on behalf of departments prior to compensation analysis and posting. Oversees the CIA’s position description database, ensuring completeness and accuracy of records.
    • Maintains organizational charts.
    • Provides support to department management on matters pertaining to compensation practices, pay decisions, and policy interpretation.
    • Liaises with the Budget Office to ensure that all budget adjustments required by the recruitment process are properly reviewed and approved, and that all position management records are properly maintained in the HR system.
  • Training & Development Support:
    • Coordinates the New Employee Orientation and First Year On-Boarding processes.
    • Supports Human Resources with training projects, programs and initiatives, including but not limited to supervisory skills training. This includes scheduling, tracking, reporting, preparation and facilitation.
    • Manages the CIA’s e-learning systems for compliance and development training.
    • Provides training resources on the internal portal.
    • Oversees the timely completion of compliance training by employees.
  • Recruiting Support:
    • Acts as recruiter for any assigned positions, including entry of requisitions for open positions, posting of advertisements for open positions in various venues, reviewing applicant profiles to ensure they meet position minimum requirements, conducting phone and video screenings, conducts in person interviews, organizing and evaluating appropriate testing for candidates, obtaining feedback from hiring managers and other interviewers, and making hiring decision in conjunction with hiring manager.
    • Conducts processes after hiring decision, including preparing salary recommendation for the approval of the Sr. Director of Human Resources, conducting reference and background checks, preparing offer paperwork for successful applicants, scheduling applicants for start date and making arrangements for orientation, and completing all applicable paperwork to begin the hiring and on-boarding process.
    • Provides ownership of assigned recruitment processes, including background check compliance, reference checks, audits of recruitment data in the system and I-9 reverifications.
    • Assists as needed with student new hire paperwork (I-9, W-4, e-verify, re-verify, etc.) in compliance with federal and state regulations.
  • Assists Sr. Director - HR, Assistant Director, and Managers with projects as needed. Provide support for events and HR activities as required.
  • Assists with portal updates as necessary.
  • Any and all other duties as assigned.





  • Associate’s degree or significant work experience in lieu of.


  • Two (2) years of Human Resources experience, including employee relations, staffing, and employee training.


  • Bachelor’s degree preferred.
  • PHR designation.
  • Training and development experience.
  • Compensation experience.
  • Corporate experience in a multi-unit environment preferred.
  • Higher education work experience.
  • Experience with UlitPro HR system and asset.



  • Excellent analytical and strategic problem-solving skills.
  • Superior customer service orientation and ability to respond in a constructive and timely manner. Ability to effectively collaborate with internal customers and Human Resources colleagues.
  • Well-developed organizational and interpersonal business skills. Excellent oral and written communication skills. Ability to listen, but also to persuasively convey opinions and recommendations.

  • Strong teamwork and interpersonal skills; ability to be adaptable, dependable and handle multiple priorities simultaneously. Ability to work with changing priorities in a high-volume environment.
  • Ability to work independently or in a team environment.
  • Ability to use sound judgment and discretion in handling sensitive human resources issues with confidentiality and discretion.
  • Display a high level of energy and self-motivation.
  • Strong administrative experience with exceptional organizational skills.
  • Strong computer experience, which must include abilities to work effectively with HRIS systems and MS Office suite products, i.e. Word, Excel, PowerPoint.



  • Must be able to work nights and weekends as required by business needs.
  • Ability to travel periodically to other CIA locations due to business needs.
