Under general direction of the Director and Associate Director of Administration for CAHFS, the Human Resources Manager provides high level Human Resources consultation and advice, leadership and management, analysis and planning for department personnel located in Davis and three branch laboratories located throughout the State. 


Provide management oversight for payroll, benefits and personnel functions in compliance with UC policy, collective bargaining agreements, and CAHFS administrative guidelines. Serve as direct resource to supervisors, senior managers and faculty with regard to human resources law, University policy and collective bargaining agreements. 


Serve as liaison between the Academic Unit Shared Service Center (AUSSC), campus HR and Dean's Office HR, including Employee Labor & Relations, Employment Services, Compensation, Student Employment, Disability Management Services, and Benefits. Provide oversight and monitoring of CAHFS and EACP staff development for mandatory training to remain in compliance with Affirmative Action guidelines, Sexual Harassment, safety training requirements, new employee orientation and quality training. 


Maintain a high-level of expertise in human resources functions. Draft departmental policies, procedures, practices and standards for consideration by senior management. Develop strategies to address issues with staff performance, development, recruitment and retention in under-performing areas, and work directly with supervisors/managers to implement corrective strategies. Provide employee training as appropriate.  


Minimum Qualifications: 

• Bachelor's degree with concentration in Human Resources, Human Relations and/or Organizational Management, Business Administration, or other closely related field, or equivalent experience/training. 

• Experience implementing principles and practices of effective human resources management including recruitment, classification administration, employee and labor relations, staff development/training and evaluation, and regulatory requirements that impact terms and conditions of employment in a University or government environment. 

• Experience with analysis, interpretation and implementation of personnel policy and procedure, collective bargaining agreements and employment law, advising management and managing sensitive employee and labor relations issues. 

• Experience using critical thinking and problem-solving skills to take initiative in identifying issues and challenges within the workplace; and to negotiate and implement solutions to resolve conflicts and promote teamwork. 

• Experience and skills to effectively recruit, select, train, direct, motivate and evaluate personnel. 

• Experience and skills to develop training programs, make presentations and conduct training to individuals and groups. 

• Interpersonal, communication and customer service skills to interact with individuals of diverse backgrounds and harmoniously with individuals at all levels of the University to build productive partnerships; and to communicate complex and sensitive information. 

• Experience recognizing and handling difficult/unpleasant situations and/or individuals, including distraught/agitated employees, and act as a conciliator and mediator to resolve conflict. 

• Writing, editing and proofreading skills to prepare a variety of correspondence, reports, policies, procedures, agreements, presentations, and training documents. 

• Experience using software such as MS Word, Excel, e-mail, calendar and other computer programs to produce documents, forms, reports and spreadsheets. 

• Skills to oversee payroll, identify discrepancies and compile statistics. 

• Math skills to perform calculations, including percentages.     


Preferred Qualifications: 

• Experience interpreting/managing under UC Academic, MSP, Staff Personnel Policies and AFSCME/ UPTE/CUE Collective Bargaining Unit Agreements. 

• Experience with Benefits and Risk Management policies and procedures, to include health benefits, short- and long-term disabilities, FMLA and Workers Compensation. 

• Experience interpreting University policy and union contract agreement time reporting provisions. 

• Experience with student employment policies and procedures including student employment eligibility and the use of BANNER to verify student status.
