MassDevelopment is accepting applications for a Human Resources Manager who will report to the Boston office 3 days a week and to the Devens location 2 days per week. Offering a wide range of finance programs and real estate development services, MassDevelopment supports economic growth, development, and investment across all sectors of the Massachusetts economy: public and private; commercial, industrial, and residential; and nonprofit, including healthcare, educational, cultural, and human-service providers. Our staff works in collaboration with developers, businesses, and banks to identify investors and leverage funds to support economic growth.


Under the direction of the Vice President and Director of Human Resources and Organizational Development, the Human Resources Manager is responsible for assisting and reviewing organizational development, policies and programs covering employment, compensation, benefits, performance management, employee relations, recruiting and retention, and compliance with all applicable federal, state and local laws.


Core Components of the Position:

  • Develop, implement and administer various human resources plans and procedures for all company personnel.
  • Develop department goals, objectives, and systems, and make recommendations to senior management.
  • Plan and recommend budgets, manage expenditures, and report on budget variances; assist with preparing annual salary and fringe budget. Review encumbrance report and request re-class or close out as required.
  • Implement and annually update compensation program; rewrite job descriptions as necessary; conduct annual salary surveys and develop merit pool (salary budget); create merit spreadsheets for annual increases, send to department heads; analyze compensation; monitor performance evaluation program and revise as necessary.
  • Develop, recommend, and implement personnel policies and procedures; prepare and maintain handbook on policies and procedures.
  • Evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plan, develop, and/or participate in area and industry surveys. Analyze results of surveys and develop specific recommendations for management review.
  • Administer employee benefit programs and plan to include claims resolution, change reporting, approved invoices for payment, annual re-evaluation of policies for cost effectiveness, and information activities program; manage enrollment including annual enrollment, application, and claims records for all benefit plans.
  • Administer leaves of absence to ensure compliance with FMLA, ADA, and MassDevelopment policies including short-term disability and long-term disability.
  • Assist with recruitment effort for all exempt and non-exempt personnel, students, and temporary employees; evaluate and recommend improvements to recruitment and selection program.
  • Process employee terminations.
  • Manage employee relations counseling, outplacement counseling, and exit interviewing.
  • Recommend new processes, policies, and procedures to continuously improve efficiency of department and services performed.
  • Plan and organize all preparation aspects of annual all-staff meeting, including facility reservations, menu, name tags, room set-up, years of service awards, delivery order, and IT equipment.
  • Assist with fire union negotiations, and provide salary and benefit information.  Work with the Devens fire chief and payroll manager in implementing and following the contract.
  • Prepare monthly and ad-hoc reports as requested.
  • Administer the random drug and alcohol testing program for the Devens Department of Public Works and Devens Fire Department employees.
  • Maintain knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
  • Perform other related duties as required and assigned.



  • Bachelor's degree and 10+ years' HR generalist experience.
    • Benefits administration and compensation management experience.
    • Knowledge and experience in budgeting, planning and forecasting.
    • Proficiency using Microsoft Office, strong Excel skills.
    • Well-organized with strong analytical, technical, and reasoning abilities.
    • Ability to anticipate potential issues and work to resolve them.
    • Ability to manage multiple projects and meet deadlines.
    • Ability to work well independently with limited supervision.
    • Must be very detail-oriented and demonstrate strong organizational, leadership, interpersonal, and communication skills.
    • Maintain strict confidentiality with employee and payroll information.
    • Knowledge/experience with ADP Workforce Now software strongly preferred.
    • Detailed, logical, and methodological approach to problem solving.
    • Previous government or municipal experience preferred.

The starting salary range for this position is $70,780 - $90,250.
