The Human Resources Manager IV is a key leadership role with oversight of 5 direct and 21 indirect subordinate staff, who are tasked with the delivery of agency-wide Equal Opportunity, Employee Relations, Occupational Health and Critical Incident Response Teams functions. The position reports to the Chief Human Resources Officer and provides executive level guidance and direction on Employee Relations issues, which includes developing and enforcing an equal opportunity plan; counseling managers on disciplinary actions; investigative protocol; conflict resolution; mediation and grievance processes. In this capacity, this position interfaces with federal and state agencies, the Attorney General’s Office, the Personnel Board, and other entities.

This position is responsible for providing leadership in developing and executing human resources strategies that continuously improve operational efficiency, while adding value to the delivery of services. This position is tasked with ensuring high-level support to the agency, via the delivery of services that align with the business plan and strategic direction of the organization, most specifically in the areas of Equal Opportunity, Employee Relations and Occupational Health.

This position is also responsible for the administration of employee recognition programs and activities, in collaboration with the Department’s Office of Media Relations.

 

SALARY RANGE: $65,000 - $75,000

Job Duties:

  • Directs the efforts of the Employee Relations, Equal Opportunity and Occupational Health Units, to develop Human Resource programs in support of business strategies

  • Provides subject matter expertise in employee relations, investigations and conflict resolution for an agency of more than 9,000 employees

  • Consults with and provides guidance to all levels of the department, including senior management, managers, supervisors and employees

  • Ensures delivery of comprehensive occupational health care to agency staff

  • Coordinates and oversees services for employees dealing with critical incidents and trauma, to include debriefing

  • Administers employee recognition programs and activities

  • Prepares and manages the budget for areas of responsibility

  • Provides applicable policy interpretations and procedural recommendations to management

  • Completes special projects related to areas of Human Resources

  • Reviews and revises Arizona Department of Corrections (ADC) policies and procedures

  • Attends meetings with staff, ADC Leadership, Governor’s Office of Equal Opportunity, Federal and State Agencies 

Requirements

Knowledge of:

  • Federal and state laws and regulations pertaining to Human Resources management

  • Employment and labor laws, (e.g., FMLA, ADA, USERRA, and Industrial Injuries guidelines)

  • Principals and practices of effective leadership, management and supervision

  • ADOA Personnel Rules

  • Investigative and analytical techniques

  • Personal computers and Microsoft Office

Skill in:

  • Exceptional written and verbal communication

  • Public speaking and presentations

  • Development of subordinate staff

  • Building and maintaining interpersonal relationships

  • Maintaining the highest ethical standards in the conduct of ADC affairs

Ability to:

  • Work effectively in a corrections environment

  • Learn ADC’s security, safety and other policies

  • Work through complex HR issues and provide guidance and direction to professional staff

  • Develop policies, procedures, and training related to areas of responsibility

  • Compose legal agreements, position statements, grievance responses and other related documents

  • Research information relating to HR topics and compile findings and recommendations in a clear and concise format for management

  • Provide sound, legal and fair recommendations

  • Utilize continuous improvement tools to improve efficiencies

 

SELECTIVE PREFERENCES:

  • Candidates with 10 or more years of experience that demonstrates expertise in Employee Relations, Equal Opportunity, Labor Relations and Employment law

     

  • The ideal candidate will possess 5 or more years of experience in the management of professional staff performing complex HR functions, in a government setting or a highly complex organization

     

  • A Bachelor’s or Master’s degree in Human Resources, Business Administration, or related field from an accredited college or university

     

  • Professional HR certification (i.e. SPHR, PHR, IPMA-CP, SHRM–CP, SHRM-SCP)

     

  • Demonstrated ability to successfully manage multiple HR areas of responsibility, as well as experience with LEAN continuous improvement principles and methods are highly desirable
