Human Resources Specialist

This position requires considerable knowledge of rules, regulations, policies, procedures and the exercise of initiative, independent judgment and discretion in screening calls, visitors and requests for information. New assignments are received in general outline and employees are expected to proceed with minimum supervision. This position provides oversight of the day-to-day operations of one or more specific areas of support staff responsibility.



  • Serve as HR Specialist for the agency with the direction of the HR Officer.
  • Act as liaison with new workforce members

  • Prepare exit packets and perform exit interviews

  • Create and maintain spreadsheet for exit interview questionnaire responses

  • Assist in legal litigation

  • Process worker’s compensation claims

  • Attend interviews as HR representative

  • Orientation of new workforce members and resource contact re on-line learning system.

  • Coordinate benefits – life, health insurance, dental, FMLA, STD, LTD, etc.

  • Coordinate benefits for COBRA eligible staff and retirees.

  • Provide advice, counsel and assistance on highly sensitive and complex issues.

  • Assist with CARF and audits.

  • Perform complex and confidential functions.

  • Create specialized reports for Human Resources and payroll in HRMS

  • Process payroll changes for staff and coordinate with Accounting.

  • Prepare and submit surveys and required reporting such as Medicare, OSHA, etc.

  • Prepare various complex and/or confidential departmental reports and worksheets. Collect information, compile into standard or non-standard formats, print, proofread and distribute to appropriate personnel and/or agencies.

  • Arrange meetings and takes meeting minutes as appropriate.

  • Responsible for monitoring activities of the staff to ensure compliance with the standards and regulations associated with the assigned area of responsibility.

  • Develop and maintain complex systems of information gathering and reporting to meet the needs of the team and/or agency.

  • Process and distribute information and coordinate efforts of staff for timely service delivery and adhere to the standards and regulations imposed on the team and/or agency’s work.

  • Assist in the development of policies and procedures for the team or area of expertise to maintain appropriate standards in compliance with regulatory bodies.

  • Perform all the duties of lower level clerical positions.



Bachelor degree in Human Resources/Business preferred.

Associates degree in Human Resources with experience and training that would provide the knowledge, ability and skills to meet the responsibilities of the position considered.

A minimum of three (3) years directly related training or experience.
