The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

In 2017, the CAO Human Resources Department designed and developed its own strategic plan to align with the CAO’s overarching strategy. In an ongoing effort to continually improve services and execute our strategy, the team has an exciting opportunity for a managerial level position in our growing organization. 

The candidate selected for this role will serve as a Manager, Human Resources with primary responsibility for directing the day-to-day management of a team of HR professionals in the following functional areas: staffing and recruiting, new hire onboarding and orientation, leave management and position management. The incumbent will also lead the development of key enhancements for initiatives that directly support the CAO and HR strategic plans.

To be successful in this position, the incumbent must be extremely detailed oriented, have the ability to manage multiple tasks with competing deadlines, and have a demonstrated capability of leading teams. The individual must also possess the proven ability to collaborate with business partners across several functional areas and coordinate with other HR leaders and staff to deliver positive, productive, and practical results that benefit the entire organization.

 

Major duties include: 

The incumbent will be tasked with day-to-day supervision of assigned staff members and their responsibilities related to the following functional areas:

Recruitment: strategic staffing support to managers, job announcements, resume review and interview assistance. 

Personnel Actions: creation and tracking of personnel actions and coordination with Payroll to meet monthly payroll deadlines.

Onboarding: coordination of new hire paperwork and onboarding activities including a monthly new hire orientation.

Leave management: assist employees and managers with leave management program, FMLA program and related system compliance.

Position Management: maintenance of organization charts, position descriptions and updating appropriate information in HRIS systems. 

In addition, the Manager will be responsible for leading projects related to the CAO and Human Resources strategic plans. Initial focus areas will include infusing the CAO vision, mission and goals into current HR programs and processes by enhancing and streamlining processes related to onboarding and recruiting.

The incumbent will also partner with other Human Resources teams on exciting projects related to workforce optimization, performance management and employee engagement and have an ongoing focus on process improvements. The Manager will continuously identify opportunities for training on HR programs, policies and systems and may develop training materials or deliver training to employee and manager populations.

Requirements

Bachelors degree in Human Resources Management or related field required. Advanced degree, PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred. 

Minimum of 8 years experience in multiple functional areas of HR management such as staffing, recruiting, performance management, leave management, employee relations or position management. Minimum 5 years in a business partner or consultative HR role. Minimum 2 years management experience preferred.

Minimum 5 years experience with recruiting and onboarding and offboarding required. Experience developing or facilitating new hire orientation programs preferred.

Proven ability to think strategically, provide direction, manage multiple projects and execute in a dynamic environment. Ability to develop and use HR metrics and to support data-driven decision making and changes. 

Ability to work with all levels of a multifaceted workforce as well as with sensitive, confidential, and complex projects / responsibilities. Ability to communicate effectively to influence others, both orally and in writing as well as the ability to establish effective working relationships with senior staff and other high-ranking officials.

Working knowledge of Federal and private sector HR programs, practices, procedures, and related laws. Prior experience working with a FMLA or related leave program is required. Knowledge of the legislative environment, U.S. House of Representatives, HEPCA and the Congressional Accountability Act are a plus. 

Meticulous organizational abilities and attention to detail required. Proven ability to multi-task and shift priorities in a fast-paced environment.

Demonstrated ability to lead process improvement initiatives that create efficient and effective human resource practices through streamlining and automation. 

Extensive knowledge of various automated office and HRIS systems and software programs.

Availability to work additional hours as required. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
