Responsibilities:
The Marketing Projects and Proposal Manager has responsibility for partnering cross-functionally to drive the process and development of high quality compliant, compelling, competitive, and winning proposals in the best interest of Performant.  We offer analytics, audit, and recovery services to Commercial and Government Healthcare, U.S. Federal Agencies, State clients, and growing into additional commercial markets. This position leads proposal life-cycle activities, develops infrastructure and tools aimed at increasing efficiency and quality of the process and end product, as well as lead and contribute to various projects in support of the company’s marketing, business development, and sales initiatives.

In this role, you will be part of a fast moving team that values curiosity, adaptation and positivity. Duties and responsibilities of the RFP Manager include, but are not limited to:
•Assembling and leading cross-functional proposal team effectively to meet schedules and deadlines, understand dependencies, balance competing priorities, and ensure right players are involved to produce high quality responses
•Lead collaborative full life-cycle proposal and response processes
•Skillfully interpret solicitation timeline and requirements to develop content matrix, information and cross-functional team resources, schedule, and overall project plan
•Analyze the Request requirements against proposal/response to ensure compliance and responsiveness to the customer’s needs and requirements, as well as accuracy, compliance and quality value proposition being delivered in the best interest of Performant
•Capitalize on your knowledge of the government procurement process and procedures, regulations (ex: FARs), and key areas such as quality control (ex: ISO) and compliance in developing proposals and infrastructure that increases value proposition and sets Performant apart from the competition.
•Write proposal/response based upon content and information from a variety of disparate sources, and ensuring accurate, cohesive, high quality result 
•Leverage strong project management and communication skills in leading through all proposal phases, activities, and milestones (including, but not limited to, strategy development, kick-off meetings, working sessions, content refinement and reviews, project updates, legal review, sign-off/approvals, delivery, etc.)
•Collaborates with cross-functional business leaders and teams on a variety of marketing projects and program
•Help build Performant’s marketing capabilities from the ground up
•Support development and refinement of business analytics (pricing, competitive environment, market, etc.), marketing infrastructure and programs
•Lead/co-lead projects in a variety of business development and sales support areas
•Complies with all company policies and procedures, completes all assigned compliance and other training within required dates, and applies learning effectively
•Maintains confidentiality and complies with information security 
•Serves as positive role model and leads by example in alignment with company strategy and value
 
Physical Requirements
Job is in a busy standard office environment with moderate noise level, sits at a desk during scheduled shift, making outbound calls and answering inbound return calls using an office phone system; views a computer monitor, types on a keyboard and uses a mouse. Reads and comprehends information in electronic (computer) or paper form (written/printed).
*Sit/stand 8 or more hours per day; has the option to stand as needed while on calls; reach as needed to use office equipment
*Consistently viewing a computer screen and types frequently, but not constantly, using a keyboard to update accounts
*Consistently communicates on the phone with account holders, may dial manually when need or use dialer system; head-set is also provided
*Occasionally lift/carry/push/pull up to 10lbs.

•Exceptional project management, facilitation and communication skills with the ability to collaborate effectively at all levels in the organization
•Strong written communication proficiency including technical and professional writing/editing, as well as developing presentation materials used for sales and other external audiences
•Strong analytical and critical thinking abilities with a process mindset
•Ability to develop and maintain financial models and data tracking/analysis using Excel
•Demonstrated success managing multiple dynamic cross-functional projects simultaneously
•Proven ability to work independently and in cross-functional teams where collaboration and the knowledge transfer process are critical for success
•Demonstrates initiative and innovation to drive excellent results
•Ability to deal well with ambiguity, unpredictable schedules/tight timelines, and is comfortable handling risk and adversity

•Strong proficiency in MS Office application tools (Outlook, Word, PowerPoint, Excel)

Other Requirements:

-Must submit to and pass background check. Must not have any Federal or State liens resulting from County, State or Federal tax issues.  Must not have any current defaulted student loans.
-Must be able to pass a criminal background check; must not have any felony convictions or specific misdemeanors.
-Must submit to and pass drug screen.

Performant is a government contractor. Certain client assignments for this position requires submission to and successful outcome of additional background and/or clearances throughout employment with the Company. Due to government clearances required, visa sponsorship is not available for this position.

Education and Experience:
•Bachelor’s degree in business, marketing, or related field; or equivalent experience
•Minimum 5 years in proposal management or significant role in proposal development
•Demonstrated competency in building pricing models and various business analysis 
•Demonstrated strength in gathering large amounts of information from various sources and developing cohesive and compelling professional business response
•Experience with government procurement and familiarity with government procurement regulations (such as FAR)
•Knowledge and experience with Quality Control environments (such as ISO), preferably with industry related to Performant’s business
