The HR Director will lead the HR department of approximately 55 employees and an annual operating budget of approximately $6 million. The position is the most senior in the department and provides HR consultations and recommendations to the County Manager, the Executive Team, directors of other County and internal support departments, and the BOCC. As Mecklenburg County strives to be a high performing organization with a dedicated, diverse, knowledgeable, and experienced staff, the HR Director is charged with execution of the HR Department’s strategic plan which focuses on the following impactful goals:


  • Implementing a holistic and integrated talent management approach for the County
  • Continuing to improve the physical and mental health and wellness of County employees
  • Maintaining environmental sustainability of operations


The Human Resources Director reports directly to the Assistant County Manager/Chief of Staff. The position’s direct reports include several HR Managers of varying levels who provide oversight of the specialized functional teams mentioned above.





The position is responsible for leading and directing Mecklenburg County’s strategic human capital management function. This includes providing consultation and human resources services to ensure the organization has the human capital to meet its current and future business needs.


Other responsibilities include, but are not necessarily limited to, the following:


  • Plan, direct, and oversee the activities of assigned human resources programs to include planning, administering, and evaluating projects and services.


  • Administer, interpret, and advise executive management on human resource policies, procedures, and best practices to ensure programs are compliant with Federal, State, and local laws, rules, and regulations.


  • Oversee the organization’s human resource information system that enables significant employee and manager self-service in the delivery of human resources transactions.


  • Manage people, processes, and products consistent with the County’s customer service standards of ethics, courtesy and respect, communication, service quality, and timeliness.


  • Plan and oversee the HR department budget.


  • Plan and oversee the County’s $100M self-funded medical and dental plans providing coverage for both active employees and retirees. Provides recommendations on plan design and premium rates on an annual basis.


  • Plan, design and direct the strategic direction for HR initiatives in response to business needs and customer feedback derived through departmental consultations, surveys, and data driven analysis.


  • Act as strategic business partner to make appropriate recommendations to the County Manager and the BOCC, and collaborate with all County and internal support department heads including the Executive Team and the County Attorney.


  • Prepare reports for the executive team, such as organization statistics, dashboards, multifactor data, cost-benefit analyses and flow charts.


  • Serve on a variety of study groups, committees, and external functions.


  • All other duties pertaining to human resources program planning and implementation.
