 Basic Function

The Los Angeles Metro's Talent Acquisition Department is recruiting for a Principal Human Resources Analyst. This position will be working in a team environment with significant responsibilities of developing the most complex recruitment strategies and selection plans in order to obtain Qualified Candidate Pools (QCP's) for open positions within the agency.

 Example of Duties

  • Performs highly complex and sensitive work related to Recruitment & Selection
  • Plans, conducts, and takes the lead or project management role on assigned teams as well as major projects; reviews and evaluates results
  • Provides guidance for other team members on complex human resources management projects and programs
  • Gathers and/or develops data and identifies and forecasts program costs
  • Recommends and implements new policies or programs to meet unforeseen or unmet agency-wide needs
  • Conducts training on HR policies and procedures agency-wide
  • Trains, guides, and evaluates junior employees to ensure that the procedures are followed and results achieved are in accordance with Metro standards and contractual requirements
  • Researches and writes responses to inquiries from executive officers, department heads, and employees
  • Investigates and resolves complex grievances and/or complaints from employees regarding human resources practices
  • Develops and delivers quality projects from inception to close-out on time and within scope and budget
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

 Knowledge:

  • Theories, principles, and practices of human resources management
  • Applicable local, state, and federal laws, rules, and regulations governing human resources management for a public agency
  • Research and report preparation methods
  • Item analysis techniques
  • Forecasting and succession planning methods

 Abilities:

  • Perform complex human resources management work
  • Compile and analyze complex data
  • Communicate effectively orally and in writing
  • Handle highly confidential information
  • Manage a project from inception to culmination
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, and recommend solutions
  • Interact professionally with various levels of Metro employees and outside representatives
  • Lead staff members providing work direction and guidance
  • Exercise judgment and creativity in making conclusions and recommendations
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Read, write, speak, and understand English

 

Requirements

Requirements for Employment

  • Bachelor's degree in Business, Public Administration or other related field
  • 4 years' senior-level experience performing complex human resources work related to the Recruitment & Selection function
  • Master's degree in Business, Public Administration, or related field AND/OR possession of a professional certification in Human Resources or other related field is desirable

 

Successful candidates may demonstrate the following criteria beyond the minimum qualifications:

  • Developing and analysis of recruitment strategies and selection plans for recruitment's under the Uniform Guidelines on Employee Selection Procedures (1978)
  • Demonstrated ability to coordinate, persuade and involve diverse stakeholders using a customer service focus
  • Demonstrated ability to lead assigned teams as well as talent acquisition projects
