Staffing Coordinator & Recruiter

Job Summary

This position is a blended role, responsible for providing comprehensive support to Engineering leaders and Program Managers on internal staffing requirements, new In program opportunities, workforce skills analysis and ideas for matching staff movement aligned with customer needs. Full-cycle external recruiting, mainly for specialized engineering skills for AVISTA. The position reports to the Human Resources Director, and has a strong dotted line to the Esterline Talent Acquisition team

Primary Responsibilities
  • Partner with Engineering and Program Managers to create effective staffing plans and visual boards to understand staffing capacity and availability and provide creative ideas and solutions for matching customer needs with internal skills and staffing availability.
  • Partner with hiring managers to develop position content that is thorough, alluring to candidates, and aligns with business strategy
  • Understand AVISTA’s Internal Engineering skills and external candidate skills to understand skills needed to capture new business opportunities.
  • Track staffing backlog in coordination with leadership to identify internal staff ready for upcoming projects and identify needs for external hiring
  • Perform full lifecycle recruiting including creating job descriptions, sourcing, screening, interviewing, reference checks, salary negotiations, and pre-employment screening
  • Actively develop and maintain various sources for recruiting talented candidates for employment. Utilize internet search tools and networking to increase candidate pool
  • Partner with Managers to create effective and comprehensive job descriptions.
  • Diligently maintain Applicant Tracking System for accuracy and compliance;
  • When necessary, partner with external recruiters and employment agencies to identify and recruit talent adhering to the organization’s guidelines and budget. May assist with establishing agreements with employment agencies
  • Create and foster relationships with colleges and diverse professional organizations to attract and recruit alumni and diversity candidates
  • Represent AVISTA at networking events and job fairs as required
  • Stay informed on existing and proposed federal and state laws/regulations effecting HR, especially those effecting recruiting & selection. Identify trends that could have impact to organizational objectives and/or operational resources
  • Comply with all Esterline standards, programs, systems and policies.
  • Maintain the highest ethical standards, even when challenged from above
  • Understand and live by Esterline’s ethics and business conduct policies
  • Must be able to do some travel
  • Power user in resume databases and search engines, such as Monster, Dice, AIRS, etc., ATS or applicant tracking systems, HRIS systems, Excel or Access and/or other relational data base software.
  • Knowledge of Affirmative Action Plans and OFCCP compliance programs.
  • Affiliation and/or membership in SHRM, EMA, or other recruiting associations preferred.
  • Strong consulting & coaching skills; effective advisor to peer HR staff and hiring managers.
  • Excellent verbal and written communication skills at all levels of the organization
  • Generalist experience in other HR functional areas including new hire orientation, Affirmative Action, organizational development and legal compliance, etc. strongly preferred.

Education/Previous Experience Requirements
  • Four-year undergraduate degree and 2 to 5 years previous recruiting experience hiring exempt level professionals
