SEARHC is a non-profit health consortium which serves the health interests of the residents of Southeast Alaska.

SEARHC was established in 1975 under the provisions of the Indian Self-Determination Act. The intent of this legislation was to have Indian Health Service programs and facilities turned over to tribal management. Our contracting with IHS began in 1976 when we took over management of the Community Health Aides Program. In 1982, we took over operation of the IHS Juneau clinic, now the Ethel Lund Medical Center, and took over operation of Sitka’s Mt. Edgecumbe Hospital in 1986. We are one of the oldest and largest Native-run health organizations in the nation.

 

We are currently seeking a highly organized, detail-oriented and high-energy Talent Acquisition Partner. The role will be responsible for full life-cycle recruiting: recruiting, screening and recommending placement of staff by using creative sourcing methods (internal and external) to fill administrative, professional, clinical and other health care vacancies.

We are currently seeking a highly organized, detail-oriented and high-energy Talent Acquisition Partner. This position is responsible for full life-cycle recruiting: recruiting, screening and recommending placement of staff by using creative sourcing methods (internal and external) to fill administrative, professional, clinical and other health care vacancies.

 

Responsibilities

 

  • Develops and implements specialized, multidisciplinary recruiting, advertising and marketing strategies for sourcing and referring qualified applicants for all vacancies. Reviews and analyzes requests for recruitment assistance; identifies needs of the consortium regarding the vacancy and requirements of the position. Identifies and utilizes advertising sources. Searches resumes/applicant databases and other outreach opportunities in pursuit of finding qualified candidates in response to current or in anticipation of future vacancies.


  • Contacts and screens applicants; provides vacancy and organizational information to applicants. Contact applicants for missing information to ensure a complete application is received. Documents applicants in recruitment database system; review, rate and refers qualified applicants to hiring managers. This includes reviewing applications, resumes, credentials, skills, experience and knowledge in relation to position requirements. Guides potential applicants through the recruitment and referral process.


  • Works in partnership with the Talent Acquisition Coordinator and other staff members to ensure successful completion of new employee orientation and onboarding activities. Serves as an advocate for applicants and employees to ensure fair treatment according to SEARHC policies. Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations. Identifies key metrics to assist with tracking and improving agency effectiveness and department and Consortium customer service.


  • Works in partnership with other HR Generalists and the Tribal Recruitment Coordinator (TRC) to ensure recruitment program compliance and qualified Alaska Native and American Indian applicant preference in accordance with Public Law 93-638. Ensures that all hiring managers and HR Generalists have applied this preference to qualified applicants for positions posted and used when final candidate selections.


  • Works in partnership with the Talent Acquisition Coordinator to ensure that recruitment process is in compliance with the Company policy.


  • Markets and promotes SEARHC to applicants and networks, collaborates and promotes organization with other institutions, universities, and professional organizations. Has knowledge of and can clearly articulate benefit package for employees. Assists at the request of the Tribal Recruitment Coordinator (TRC) when needed at job fairs and/or other potential advertising opportunities.

 

  • Post jobs to recruitment job boards and social media outlets.

 

 

Position Complexities

 

Maintains and applies knowledge of legal requirements to human resource functions and ensures policies, procedures, and hiring processes are in compliance. Is in partnership with managers and supervisors to effectively recruit, retain, and provide training to staff. Position operates with limited supervision in a team environment. Work situations require interpersonal tact and diplomacy, and the ability to influence and educate others on recruitment, staffing and other HR topics. Position consistently handles information of a highly-confidential nature. Must possess a strong base of human resources related knowledge and is capable of applying this knowledge on a day-to-day basis, especially in the area of talent acquisition.

Rating of potential employees applications can be difficult at times; especially with more technical positions. Inaccurately rating an application could result in an inappropriate hire or lack of a hire that should have occurred. Postings of position openings are critical to ensure that we meet the recruiting needs of the consortium.

 

Position Qualifications

 

Education

  • Bachelor’s Degree in Business Administration, Human Resources, Communications, Sociology or related field; Relevant professional experience may be substituted for degree/education on a year-for-year basis.

 

Experience

  • Three (3) to five (5) years of prior recruiting experience, preferably in a healthcare environment. An equivalent combination of relevant education and/or training may be substituted for experience.

 

Certifications

  • Certified Health Care Recruiter (CHCR) certification from the National Association for Health Care Recruitment (NAHCR) is preferred.
  • Candidates with the Certified Internet Recruiter (CIR) or Advanced Certified Internet Recruiter (ACIR) designations are highly desirable.
