The  Talent Acquisition Specialist  independently performs a variety of professional-level human resource duties with a primary focus on development, implementation and ongoing management of the talent acquisition practices and processes for administration, professional staff, and faculty.  Key responsibilities include the evaluation of requisition requests, position descriptions and position postings; advertising of positions; building diverse applicant pools, and coordination and training of hiring committees.



  • Plan, implement, and manage recruitment strategies that support establishing and maintaining a diverse workforce for administrative, exempt, and faculty.
  • Manage automated recruitment system NeoGov or like system that supports institutional recruitment to include end user training, technology enhancements, and implementation of commonly accepted recruitment measurement metrics.
  • In a partnership with the Deans, develop recruiting strategies to effectively build qualified, diverse applicant pools for adjunct faculty positions.
  • Provide support and service to multiple groups of stakeholders including job applicants, human resource staff, administrators, and employees throughout the college.
  • Manage and promote open positions' recruitment initiatives through social media platforms in coordination with Marketing department.
  • Effectively build retention strategies for all employment groups with a focus on adjunct faculty.
  • Develop college, university, and agencies partnerships.
  • Build relationships with community resources.
  • Measure staffing outcomes including appropriate reporting.
  • Provide ongoing systems evaluation and assessment of opportunities/need for improvements in recruitment practices and processes - work with Director of Human Resources to design and implement.
  • Research, participate, and when applicable collaborate in local, state, and national recruitment fairs.
  • Responsible for creation and update of human resources policies and procedures pertaining to recruiting and employment. 
  • Participate in State Board of Community and Technical Colleges and statewide recruitment, diversity, and retention programs.

Training Coordination

  • Present training and provide guidance in regards to the hiring process, legal hiring practices, and EEOC for all types of employees, including adjunct faculty and part-time hourly employees.
  • Compliance: Partnering with the Compliance Officer, Student Title IX Coordinator and Director of Human Resources, coordinate training for college staff necessary for compliance with federal and state laws and regulations as well as collective bargaining agreements. Register participants in online platforms. Track compliance training for reporting and dissemination.
  • Supervisory: Coordinate supervisory training. Schedule participants, determine and reserve location; coordinate with trainers; track and maintain attendance records.
  • General: Collaboration with the Director of Human Resources, coordinate the scheduling and activities of the annual faculty and staff In-Service Day.



  • Bachelor's Degree.
  • Two (2) years of recruitment experience in higher education or five (5) years of recruitment experience.
  • Demonstrated knowledge of current competitive recruitment strategies and full life cycle of recruitment.
  • Ability to demonstrate an understanding of human resources practices/policies related to the new hire process.


  • Easily able to develop positive rapport with management and candidates to make a positive and inclusive environment.
  • Ability to adapt and be flexible to change in terms of changing priorities, requirements, and processes with ease.
  • Demonstrated ability to communicate effectively with a variety of different populations and departments including facilities to executive staff on personnel needs.
  • Attention to detail with demonstrated follow-up skills.
  • Must have passion and sense of urgency for recruiting with demanding and changing deadlines and thrive in stressful and non-stressful situations remaining poised and professional at all times.


  • Master's of Business Administration or Master's of Education.
  • Recruitment experience in a union environment.
  • Performance Based Recruitment Knowledge.
  • Demonstrated experience of utilizing NEOGOV.
  • Experience creating and delivering presentations to groups.
