Clark College is currently accepting applications for a full-time, administrative Vice President of Human Resources and Compliance.  This position is responsible for the overall planning, implementation, and evaluation of the College’s comprehensive human resource programs, including recruitment, benefits, leave, personnel files, compensation, contracts, classification, compliance with Title IX, Violence Against Women Act and other state and federal laws, employee development and training, faculty and classified bargaining, bargaining unit agreement implementation, disciplinary actions, and development of personnel policies, procedures and systems.  In addition, this position will provide support to the President and Board of Trustees on the president’s evaluation, College and board policies, contracts, and other areas as needed.

Job Duties and Responsibilities:

·         Advise the President, Executive Cabinet, and the Board in areas of policy, contracts and other matters related to Human Resources.

·         Serve as Chief Compliance Officer and Title IX Coordinator.  Establish and implement programs to ensure College policies, procedures and systems comply with state and federal regulations regarding discrimination, harassment and sexual misconduct; develop and implement ongoing training, informational and educational programs for faculty, staff and students; receive and investigate complaints, assign investigators and provide consultative review of the investigatory process; conduct concurrent and retrospective review of cases; train and collaborate with Deputy Title IX Coordinators; track, trend and report systemic problems relating to complaints; maintain records and files of complaints and investigations; lead College response to  complaints or notices received from the Office of Civil Rights. Provide advising to an individual, including the Reporting Party, Accused Party, or a third party, about the reporting options and resources available at the College and in the community; provides assistance to any College employee regarding how to respond appropriately to a report of Sexual Misconduct.

·         Receive and process complaints of discrimination or harassment on the basis of race, creed, religion, color, national origin, age, political affiliation, and/or marital status in accordance with the College’s discrimination and harassment grievance procedure.

·         Monitor and facilitate the Board’s process of evaluating the president and maintain evaluation records.

·         Provide information and reports related to the effective use of College human resources; regularly review and revise systems and processes used in Human Resources to ensure optimal efficiency.

·         Administer the affirmative action program and reporting.

·         Serve as the classified staff personnel officer with appointing authority for classified employees.

·         Serve as lead negotiator for faculty bargaining; represent the College at the state level for classified bargaining.

·         Coordinate and represent the College administration in collective bargaining and contract administration. Serve as the liaison to state agencies in collective bargaining and related activities. Advise administration, faculty, and staff to ensure compliance with negotiated agreements.

·         Administer and interpret rules and regulations and collective bargaining agreements.

·         Administer job classification and review for classified employees; administer classification and job descriptions for administrative and exempt positions.

·         Oversee wage and compensation studies for administrative and exempt staff.

·         Provide leadership over recruitment activities for faculty, classified, and administrative positions. 

·         Oversee the administration of the College’s Diversity Recruitment and Hiring plan; liaise with Office of Diversity and Equity, other College departments, and outside organizations and associations to achieve plan’s objectives.

·         Represent the College at local, state, regional, and national events and meetings to promote career opportunities at the college.

·         Develop partnerships in support of the College’s Strategic Plan.

·         Administer the preparation of contracts, employment memos, and other employee appointment actions.

·         Provide leadership over employee development and training programs/budget for classified, administrative, and exempt employees and training programs of common interest to all College employees.

·         Coordinate the performance evaluation processes of classified, administrative, and exempt employees.

·         Provide leadership and oversight over benefit programs, leave programs, unemployment claims and Labor and Industry worker’s compensation claims.

·         Supervise and monitor the maintenance of employee personnel files and records.

·         Serve as College liaison on legal activities related to human resources.

·         Prepare and administer departmental budget.

·         Create a safe, bias-free working environment, which engenders respect for differences.

·         Provide support to the core theme of fostering a diverse college community.

·         Perform related duties as assigned.

Requirements

Minimum Qualifications and Competencies:

  • Master’s degree in Business, Human Resources, or related field.
  • Five years’ experience in a senior level management position with at least 3 years in Human Resources or a related field.
  • Demonstrated understanding of personnel practices, labor relations, Title IX, and Affirmative Action/Equal Employment Opportunity investigations, and state and federal laws related to personnel.
  • Individuals must have experience working with diverse backgrounds and supporting the integration of Diversity Equity Inclusion work into Human Resources processes and policies.
  • Individuals must have demonstrated experience recruiting and retaining a diverse workforce.
  • Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.

 

Preferred Qualifications:

  • Five or more years of experience in an administrative position in Human Resources.
  • Human Resource certifications, i.e., PHR, SPHR
  • Background and/or degree in law.
  • Regulatory, labor, and employment policy experience in a unionized, higher education setting is preferred.
  • Effective leadership and management skills; strong organizational and verbal/written communication abilities.
  • Demonstrated ability to plan, implement, and evaluate services.
  • Skilled in establishing and maintaining effective working relationships with students, faculty, and staff.
