POSITION TITLE:     Accounts Payable/Payroll Clerk

TYPE:                        Appointment or Promotion

REPORTS TO:            Finance Manager

FLSA STATUS:           Non-Exempt


WORK SCHEDUE:      40-Hour Work Week

PAY RANGE:              $40,664.00 - $57,241.60



Performs routine accounts payable/payroll duties  including the day-to-day responsibilities of accounts payable and credit card processing.  Assist with payroll and benefits.

ESSENTIAL JOB FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all personnel in this classification, only to provide a summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.


  • Processes accounts payable which includes verifying invoices against purchase orders and packing slips, verifying approvals for payment, verifying account coding.
  • Corresponds with vendors to resolve any discrepancies or other issues.
  • Updates vendor files when there are address or name changes.
  • Enters invoice information into the financial system for payment processing
  • Manages and ensures 1099 forms are prepared and all issues are resolved.
  • Manages the Authority credit card program, which includes entering all receipts into the system, reconciling the statements on a monthly basis, processing payments.
  • Reconciles bank accounts on a monthly basis.
  • Assists the accountant with payroll processing and act as backup when needed.
  • Assists with verification of employment requests. 
  • Reconciles benefit accruals information monthly, as needed.
  • Works with the Authority Clerk to comply with all section related record keeping requirements.
  • Performs as a backup to the Receptionist and Accountant as needed.
  • Analyzes data and prepares technical reports.
  • Protects the Authority and its partner agencies by keeping information confidential.
  • Represents the Authority, conducts, attends, and interacts in various conferences, meetings and committees with Authority personnel, other agencies, and the public.
  • Performs job duties adequately and properly in a timely manner; follows personnel and Authority policies and operating procedures; shows respect, tact, and courtesy in dealings with coworkers, associates and the general public; behaves in a manner that does not obstruct or hinder other personnel from completing their duties; acts in a manner that is safe and follows the Authority's safety procedures at all times.
  • Exercises good judgment and initiative in combining a broad scope of accounts payable and payroll knowledge so effective decisions are made in assigned areas; and completes assignments without detailed instruction or guidance.
  • Maintains professional education and interaction to keep abreast of changes in requirements, which after the section or Authority.

Education and Experience

  • High school diploma or general education degree (GED) required.
  • Associates Degree or equivalent education in Public Administration, Accounting, or closely related field; and three years public finance experience; OR Bachelor’s Degree or equivalent education in Accounting; Finance, Business, or Public Administration, or closely related field; and two years of public finance experience, is desired.
  • Demonstrated computer abilities

Knowledge, Skills, and Abilities

Thorough Knowledge of:

  • Payroll clerk responsibilities
  • Accounts Payable processes
  • Policies, procedures, and services of the Authority
  • Office automation, computerized word processing
  • Federal, state, and local laws, rules, and regulations as they pertain to Authority finance
    • Recordkeeping responsibilities and requirements

Ability to:

  • Assist with analysis and interpretation of complex data, create plans and reports, develop budgets
  • Communicate complex issues effectively, orally and in writing, in descriptive detail
  • Operate computer systems and associated software provided by the Authority
  • Establish and maintain effective working relationships with a diverse work group, including the management team and the general public
  • Prioritize work to meet goals and objectives within acceptable time frames
  • Work under pressure and/or frequent interruptions
  • Maintain complex files and records, as assigned
  • Maintain the confidentially of report and other sensitive information



  • Must be 21 years or older at time of hire.
  • Must possess, or be able to obtain by time of hire, a valid Arizona State driver’s license.
  • Must meet Arizona State bonding requirements.
  • Must be able to read, write, and speak the English language
  • Must meet insurability requirements of Authority insurance carrier
