The New Jersey Judiciary is seeking a senior-level manager with excellent analytical, communication and leadership skills along with extensive experience directing human resources activities as part of a large organization. This position calls for providing excellent service to customers both within and external to the Judiciary. The Assistant Director, Human Resources is responsible for the development and implementation of human resources policies and procedures Judiciary-wide and oversees the recruitment, job title classification, payroll, timekeeping, benefits, human resources information systems (HRIS), organizational development and training, and labor and employee relations functions for the New Jersey Judiciary's 9,000+ staff, as well as payroll and benefits support for 467 judges. These duties entail extensive contact with Judiciary senior management, as well as coordination with New Jersey's Civil Service Commission and Treasury Department's Division of Pension and Benefits and Centralized Payroll Office. Under the direction of the Court Executive 4/Director, Office of Management and Administrative Services, the Assistant Director, Human Resources leads the Administrative Office of the Courts' Human Resources Division, which consists of 42 staff including five managers. The Division provides direct human resources support, consistent with Judiciary policy and procedures, for the Judiciary's central office managers and staff, as well as for judges, and provides guidance on such matters to the 15 trial court Human Resources offices. The Assistant Director, Human Resources serves on several Judiciary management committees and works cooperatively with the Judiciary Chief EEO/AA Officer in implementing and ensuring compliance with the Judiciary's EEO/AA Master Plan.

Requirements

JOB REQUIREMENTS

Graduation from an accredited college or university with a bachelor's degree and eight years of managerial experience, which shall have included responsibility for the management of budgets and administrative operations; development and implementation of programs, policies and procedures and responsibility for payroll processing, benefits administration, classification, salary administration, labor/employee relations, training, and/or selection/recruitment and five years of supervision of professional staff.

Note:  Extensive experience in human resources management of large public sector organizations and comprehensive knowledge of federal and New Jersey laws and regulations governing public employees are preferred.  Also, graduation from an American Bar Association approved law school, labor/employee relations experience, recruitment and classification experience and excellent research and writing skills are strongly preferred.

Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” all persons newly hired by the Judiciary must establish, and then maintain, principal residence in the State of New Jersey.

Salary: $98,106.78 - $135,808.64
