Roanoke County is looking for an Assistant Director of Human Resources to help move this department forward.  We are a small department that supports multiple and diverse organizations, with over 1,000 full-time and 500 part-time employees, who work to provide a wide array of services to our citizens.

GENERAL DESCRIPTION

Performs difficult professional and administrative work assisting in directing the Department of Human Resources. Assists or acts for the Director of Human Resources by completing special projects and difficult assignments in such areas as employment, EEO compliance, employee relations, training, compensation and benefits.  Supervision is exercised over other staff members. Responsible for the operation of the department in the absence of the Director. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • Performs periodic review of County policy contained in the Employee Handbook, and other documents, recommending changes in County policy as needed.
  • Conducts wage surveys within the labor market to determine competitive wage rates and recommends salaries.
  • Develops job descriptions and performs organization analyses.
  • Screens employment applications and interviews applicants for referral to County departments.
  • Coordinates and presents training on a variety of topics.
  • Interprets and advises employees on County policy.
  • Performs periodic review and update of the employee benefit package.
  • Consults with County supervisory personnel and other officials regarding a variety of personnel matters.
  • Acts as liaison between the Director of Human Resources and various employee groups and standing committees.
  • Attends meetings and performs administrative duties as assigned by the Director of Human Resources.
  • Acts for the Director of Human Resources within established guidelines.
  • Responsible for the operation of the department in the absence of the director.

Requirements

REQUIREMENTS/PREFERENCES

Education

Required: Bachelor's degree from an accredited college or university with major coursework in human resource management, business or related field.

 
Experience
Required: Considerable experience in human resource management including some supervisory experience. 
 
Certifications/ Licenses
Required: Valid Virginia driver's license with good driving record.
 
Knowledge, Skills and Abilities

 Comprehensive knowledge of the specialized principles and practices of public human resources administration including organizational development, benefits administration, classification and compensation, employee relations, and training
 Knowledge of state and federal laws related to human resources, with the ability to comprehend, interpret, apply and explain laws, regulations, policies and related information
 Knowledge of HRIS systems
 Strong problem solving and resolution skills
 Strong analytical skills
 Ability to use independent judgment and work with little direct supervision as situations warrant
 Ability to think strategically and develop long term plans and programs and to evaluate work accomplishments
 Ability to establish and maintain effective relationships with other County officials, employees, and the public
 Ability to present facts and recommendations effectively
 Ability to develop and implement effective plans, policies, and programs
 Ability to communicate both in writing and orally
 Ability to plan, supervise, and review the work of professional, technical and clerical subordinates

Subject to a complete criminal history background search with acceptable results.  Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
