SPECIFIC DUTIES/RESPONSIBILITIES INCLUDE: (Primary accountability for specific functions and results)

  1.    Provide human resources support to the facility by managing all personnel issues within company policies and procedures and all federal and state guidelines.
  2. Assist in the recruitment of all vacancies, including interviewing, job placement.
  3. Supervise audit of personnel files, ensuring all information is current and accurate.
  4. Supervise employee benefit orientation, and open enrollment meetings
  5. Coordinate with Senior Management and prepare requested reports.
  6. Provide consultation and training to facility management regarding employee relations issues, counseling and termination procedures as required.
  7. Report all personnel problem issues to the Human Resources Manager and Vice-President.
  8. Ensure the maintenance of an up-to-date wage and salary structure at the facility.
  9. Ensure the maintenance of accurate position descriptions for all positions employed at the facility and consult with Senior Management on all changes or new position descriptions needed.
  10. Process and coordinate all COBRA administration.
  11. Prepare/Audit billing for health and welfare enrollment.
  12. Respond to all employee complaints in a professional manner, and assist with conducting preliminary investigations, finalize finding with senior management, conclude investigations and determine course of action.
  13. Respond quickly to all unemployment compensation claims received for prior facility personnel.
  14. Stay current on all California and Federal legal changes and report to Senior Management when policies need to be updated.
  15. Prepare and provide interpretation of all facility, corporate and Personnel policies and procedures as requested by management.
  16. Maintain confidentiality of facility employees’ information.
  17. Participate in special projects as assigned by the Human Resources Manager and Vice President.
  18. Organize special employee events, employee activities and human resources related in-service training.
  19. Adhere to facility, department, corporate, personnel and standard policies and procedures.
  20. Attend all mandatory facility in-services and staff development activities as scheduled.
  21. Adhere to facility standards concerning conduct, dress, attendance and punctuality.
  22. Support facility-wide quality/performance improvement goals and objectives.

Requirements

BASIC SPECIFICATIONS:

To perform at a proficient level and to be fully qualified, a person would be expected to have:

 

Education:          Bachelor’s degree or equivalent experience.

 

Experience:        Minimum needed is three years of related experience. Management experience preferred.

Specialized knowledge/skills/abilities for performance of job: Ability to communicate verbally and in writing. Must be able to understand and translate policies and personnel concepts. Ability to work independently. Ability to interact effectively with all company departments. Ability to manage multiple projects and priorities. Excellent interpersonal and teamwork skills required. Good leadership skills. Must be flexible to changes in work duties and have the willingness to work overtime as needed. Ability to respond in emergency situations. Ability to analyze and define complex program structures and maintain confidentiality.
