Wake County Human Resources is responsible for the administration and delivery of benefits to approximately 4,000 County employees and 3,800 retirees and dependents. Reporting to the Deputy Human Resources Director, the Benefits and Wellness Director manages the day-to-day operational activities, including the supervision of professional and paraprofessional staff. The Benefits and Wellness Director manages Wake County’s self-insured benefits including medical, dental, pharmacy, disability, retirement and EAP as well as an integrated leave program. The position also manages Wake County’s award-winning holistic wellness program. The director ensures ongoing collaborative relationships with vendors when addressing more complex benefits contract/compliance issues to safeguard the County's best interest. In addition, this position monitors marketplace competitiveness and vendor performance on all plans, programs, and services and leads key system-wide benefits projects such as open enrollment, health care reform compliance, and strategic benefits plan design. As the Benefits and Wellness Director, you will design, recommend, and implement best practices that align with organizational goals and objectives. Responsibilities further include analysis of plan expenditures and industry trends, researched-based recommendations on major changes in programs and procedures, and presentations to senior leadership. 

The ideal candidate will have strong leadership skills and extensive professional-level human resources experience in the administration of a comprehensive benefits program. The successful candidate is a proven innovative problem-solver with exceptional customer focus and communication skills. To thrive in this position, the candidate must demonstrate excellent planning and organizing skills; handle and prioritize multiple assignments and/or projects; drive execution, think strategically, excel in a fast-paced environment with high demands; and work effectively with others at various levels within and outside the County. 

Your accountabilities in this role: 

  • Directly manages the day-to-day operations of benefits and wellness programs which drives efficient and cost-effective operational practices 
  • Manages vendor contracts and performance, and resolves escalated operational issues to ensure that employees receive the highest level of customer satisfaction 
  • Ensures that plans are compliant with all relevant benefits laws and regulations including ACA, HIPAA, ERISA, DOL, and IRS 
  • Maintains plan documents and ensures all participant reporting and disclosure requirements are met 
  • Reconciles benefits accounts by approving billing statements and ensuring timely processing of invoices and rebates related to benefits and wellness 
  • Participates on the County’s Benefits Committee as a lead for the HR team and, with our Broker, recommendations updates /or changes to programs to remain competitive in the market while utilizing state-of-the-art practices to maintain or reduce cost 
  • Implements improvements, initiatives, and key projects to ensure programs are aligned with business objectives and compliant with governing regulations 
  • Works with vendors and the County’s Communications Department to design communication plans and develop strategies to improve onboarding, employee awareness of, and participation in, benefits programs. Communications are aimed at all levels of the organization and include multi-channel campaigns 
  • Collaborates and consults with key internal stakeholders including HR, Legal, Communications, Payroll, and IT to ensure operational effectiveness 
  • Manages and motivates staff, reviews and assesses performance, develops and builds employee skills, supports staff professional development, and enables employees to optimize their contributions to the department

Knowledge, Skills, Abilities & Competencies

  • In-depth knowledge of benefits administration and compliance in accordance with ACA, HIPAA, ERISA, IRS, and DOL regulations 
  • Ability to form cohesive teams 
  • Ability to effectively collaborative with internal and external customers at all levels 
  • Experience working with HRIS systems when testing system changes and new software releases to ensure accuracy as related to employee benefit programs 
  • Excellent organizational, analytical, communication (verbal and written), interpersonal, problem-solving, leadership, and project management skills 
  • Ability to multi-task and manage priorities, be a self-starter, work well under pressure and maintain confidentiality of information 
  • Ability to deliver accurate, timely results and respond to frequent ad hoc requests 
  • Ability to analyze large amounts of data to determine trends 
  • Exemplary customer service, integrity, and commitment to innovation and efficiency

Requirements

Required: 

  • Bachelor’s degree in Public Administration, Human Resources Management or a related field
  • Six years of benefits and wellness administration including at least two years of supervisory experience.

Preferred Experience:

  • Master’s Degree in a related field 
  • CCP, HRCI, SHRM or IPMA-HR certification 
  • Eight years’ experience in employee benefits administration 
  • Three or more years of contract administration experience 
  • Experience managing a large benefits budget 
  • Experience working with self-insured benefit plans 
  • Experience working in the public sector or a nonprofit agency
