Reporting to the Chief Human Resources Officer (CHRO), the Benefits Manager identifies employee needs, trends and best practices that align with the Academy's goal to offer a health and welfare program that is fair and competitive in order to attract and retain talent. The Benefits Manager makes recommendations to the CHRO for design, planning, implementing and managing the Academy's comprehensive health and wellness programs. Ensures that plans, policies and processes are within legal guidelines. Works closely with benefits broker to develop cost control measures to assure maximum coverage at the least possible cost to the Academy and employees. The Benefits Manager develops programs to ensure "platinum" communication with employees and one-on-one support, as needed.

  • Evaluates and compares existing benefits with those of other employers by analyzing other plans, surveys and other sources of information. Plans, develops and/or participates in area and industry surveys. Analyzes results of surveys and develop specific recommendations for review by management.
  • Manages relationships with benefits brokers, carriers, vendors and subject matter experts ensuring delivery of high quality programs in accordance with industry best practices and legal compliance.
  • Manages annual renewal process and open enrollment including strategic planning, broker and Wellness Fair event planning and communications.
  • Installs approved new plans or changes to existing plans by preparing announcement materials, plan summary documents and other media for communicating plans to employees.
  • Responsible for timely response and handling of employee benefits inquiries and complaints to ensure quick and courteous resolutions.
  • Partners with our outside fiduciary advisers to ensure that the Academy's 403b plan offers a diverse range of investments and monitors the performance of investment options to make sure participants are provided with a selection that is 'best in class.' 
  • Keeps up-to-date with industry and market trends, benefits related technology, labor law, and healthcare reform initiatives. Benchmarks and recommends strategies, changes, and enhancements to ensure the Academy's benefits offerings are robust and are competitive.
  • Ensures employees understand the values of their total compensation, including the distribution of annual total compensations statements.
  • Oversees administration of all employee benefits from start to finish, including enrollment processing, eligibility changes and terminations in the HRIS system and communication with carriers.
  • Conducts employee enrollment meetings and advises and counsels employees on benefits plans.
  • Regularly reviews and updates benefits orientation and orients staff on benefits options.
  • Oversees the Academy Wellness Program including coordinating regular educational/informational events and staff communications.
  • Oversees preparation of monthly premium billings for benefit plans and reconciliation of related invoices and payment. Works with Payroll Manager regarding benefit deduction issues.
  • Oversees processing of employee remittances for TIAA and Supplemental Retirement Plans.
  • Facilitates annual 403(b) audit including preparation of reports and documentation.
  • Administers ACA compliance requirements, reporting and subsequent employee eligibility analysis and changes.
  • Administers SFHCSO compliance and ensures reporting requirements are met in a timely manner.
  • Ensures annual filing for 5500 forms for Retirement Plan and Health and Welfare Plan.
  • Oversees notifications to third party benefits administrators regarding COBRA, Flexible Spending Account program, and other outsourced benefit programs, documentation and tracking of participant payments.
  • Manages quarterly reporting in compliance with City of San Francisco Health Care Security Ordinance as well as data transfer and billing with third-party administrator.
  • Manages reimbursement process to Early Retiree program participants and Voluntary Early Retirement Program for Curators.
  • Ensures accuracy of benefits information on the CAS Intranet and Employee Self Service sites.
  • Regularly audits and updates health, welfare, and 403(b) plans and deductions to ensure accuracy and legal compliance.
  • Oversees Leave of Absence program and administration, including advising employees on process and policies.
  • Oversees Worker's Compensation program and administration, including advising employees on process and policies.
  • Trains HR Generalist and HR Coordinator on benefit related topics and ensures that there is cross-coverage for the Benefits area.
  • Supervises appropriate Human Resources staff in benefit related activities/projects.
  • Follow all Academy safety regulations.
  • Other duties as assigned.

The ideal candidate will possess a combination of the following education and/or equivalent experience:

  • Bachelor's degree (B.A.) or equivalent education and experience.
  • Minimum of three to five years developing, implementing, communicating and managing employee benefits and wellness programs in a mid-size or larger organization required (500 or more employees preferred).
  • Experience with HRIS Benefits and Employee Self Service (ESS) modules; implementation and roll-out experience strongly preferred. 


  • Excellent interpersonal skills and customer service skills
  • Ability to work independently, as well as, collaborate in a team.
  • Ability to problem solve and find quick solutions to problems.
  • In-depth expertise in employee benefits and wellness programs.
  • Demonstrated knowledge of industry best practices and market trends in health and welfare programs.
  • Keeps current with emerging technologies to improve processes and increase efficiency.  
  • In-depth understanding of San Francisco, California, and Federal labor/ERISA laws
  • High degree of computer literacy with proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook); proficiency in Internet search tools.
  • Demonstrated proficiency and experience with HRIS and ESS including reporting (preferably ADP WorkforceNow v12).
  • Ability to manage multiple priorities in a fast paced environment, exercise independent judgment and complex problem solving.
  • Ability to maintain strict confidentiality and demonstrate sound discretion.
  • Excellent analytical and organizational skills with high attention to detail.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups or employees of organization. Bilingual (spoken and/or written) in Spanish, Cantonese, Mandarin, or other non-English language preferred.
