THE POSITION:

The City of Berkeley is seeking a dynamic leader to fill a Senior Human Resources Analyst position.  This is a position responsible for a specific function in the Human Resources Department such as recruitment, classification and compensation, employee relations and labor relations.  Incumbents are required to be proficient in best practices, have knowledge of policies and procedures related to human resources necessary to achieve program results.  Assignments, and responsibilities may include multiple programmatic areas as primary with the expectation of providing support in other areas as the need arises.  In addition, this position may supervise Analysts, Technicians and clerical staff.

The Department:
 
The Human Resources Department has 21 FTE that provide full service Human Resources service delivery to approximately 1395 City of Berkeley employees. The position is one of two Senior Human Resources Analyst. The department recently hired a new Human Resources Director so this is great opportunity to partner with a dynamic leader to work toward best practices in human resources.

The current open Senior Human Resources Analyst supervises the Transactions Unit which processes all employee related changes or separations as well as salary changes and serves as primary contact for Employee Relations in addition to providing labor relations support. Incumbent may be required to attend evening meetings to make presentations to the Personnel Board.  

Typical duties of the Senior Human Resources Analyst include:
 
Recruitment
  • Plans, organizes, supervises, and evaluates the work of assigned staff;
  • Develops procedures and recommends policies for assigned area(s), and identifies and implements improved methods for operations;
  • Develop and updates various HR training curricula; presents these trainings to employees and supervisors/managers;
  • Designs and implements recruitment outreach programs to ensure well-qualified and diverse candidate pools;
  • Designs and administers job-related recruitment processes, including, but not limited to application reviews, written and performance tests, interviews, and assessment exercises;
  • Conducts job analyses, desk audits, and organizational need assessments; creates or revises classification descriptions;
  • Collects, evaluates, and analyzes compensation and benefits data and prepares recommendations and reports;
  • Directs the maintenance of a centralized payroll/personnel system;
Employee Relations/Labor Relations:
  • Participates in labor negotiations as a representative of the City; represents management during meet and confer processes, grievances, disciplinary actions, and other labor relations activities with the Union;
  • Interprets, applies, and advises employees, supervisors, and managers on policies, procedures, collective bargaining agreements, and regulations;
  • Conducts varied analytical studies and investigations; prepares reports, correspondence, and a variety of written materials; presents findings, both orally and in writing, to the appropriate parties;
  • Monitors developments in the human resources field, evaluates their impact on City activities, and recommends policy and procedural improvements

Requirements

REQUIRED QUALIFICATIONS:
Education
Possession of a bachelor's degree from an accredited college or university in business or public administration, human resources management, industrial relations, or a closely related field

Experience
Four (4) years of professional human resources experience in more than one HR functional area or program, which includes at least one (1) year experience functioning in a lead capacity. Additional professional-level relevant work experience may be substituted for the required college education on a year-for-year basis.
 
  • Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities.
  • When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
KNOWLEDGE AND ABILITIES:
Knowledge of: Effective and accepted supervisory principles and practices; principles, practices, and techniques of public human resources administration, including recruitment, selection, job analysis, classification and compensation plan administration; recruitment methods to ensure a well-qualified and diverse candidate pool; labor relations principles and practices in a collective bargaining environment; employee relations concepts, legal principles, and accepted practices; applicable state and federal laws and regulations, including reporting requirements; equal employment opportunity principles and practices;standard office practices and procedures, and methods of work organization and workflow; and business computer applications related to the work such as Microsoft Office Suite, HRIS, and Applicant Tracking Systems.
 
Ability to: Plan, assign, supervise, train, evaluate, and direct the work of professional and support staff; design effective recruitment programs and develop content-valid examinations and effective selection procedures to obtain a well-qualified and diverse candidate pool; conduct classification, compensation, and organizational analyses and studies; develop and implement effective employee relations and benefits programs; analyze varied problems/situations, evaluate options and alternatives, and make sound, independent judgments within established guidelines;prepare clear and concise reports, correspondence, and other written materials; communicate effectively and accurately, in writing or orally, in a professional and courteous manner; make clear and persuasive oral presentations; establish and maintain effective working relationships with those contacted in the course of the work; manage assigned work accurately and coordinate multiple projects or programs and meet critical deadlines within the established timeline; function effectively in a fast paced environment; and use a variety of computer applications/software related to work assigned effectively with proficiency and familiarity.
