As a Compensation and Benefits Specialist, you will ensure that all Airports Authority employees and managers are properly compensated for their efforts, as well as advise on the Airports Authority benefits processes and retirement planning.

Serves in the Compensation and Benefits Department of the Office of Human Resources and Administrative Services at the Headquarters Office.

Performs a full range of compensation duties to include job/grading evaluation, compensation and benefits studies, and performance pay and base pay program development and administration. Researches and implements compensation, benefit, and retirement programs, policies, and procedures. Administers the Airports Authority’s employee and retiree benefit programs. Performs related functions.

Administers the Airports Authority’s performance pay programs and base pay systems, ensuring legal compliance and administration consistency.

Conducts job evaluations to determine pay grades; may use job evaluation software, as appropriate.

Participates in third party salary and benefits surveys and conducts compensation studies to include data analysis and report writing.

Administers premium pay programs.

Conducts new hire salary reviews using industry tools, software and salary survey reports, analyzing data and making recommendations.

Prepares monthly, annual and ad hoc compensation reports.

Performs a full range of benefits staff work for new hire and incumbent employees, including for medical, dental, life, and long-term disability insurance; flexible spending; donated and family medical leave; and defined benefit and defined contribution plans.

Coordinates with plan administrators, insurance carriers, and the payroll office.

Advises employees, retirees, and dependents, individually or in groups, on specific benefit program features, including integration of plans with Social Security benefits.

Answers questions, determines eligibility, calculates deferral amounts, and provides financial estimates for employees in retirement and benefits programs.

Prepares and produces a variety of benefits reports; assists in preparation of annual benefits statements. Performs numerous, complex data manipulations for statements. Enters, reconciles and corrects data in the Human Capital Management System (HCMS).

Performs periodic audits of various payroll reports to ensure correct employee deductions.

Calculates distribution payments for non-vested separated employees.

Maintains files on pension plan history and data and submits data and documents to appropriate committee, trustee, or actuary, including for actuarial valuation of benefit plans.

Attends Thrift Savings Board meetings and Supports the Manager in his/her role as Secretary to the Retirement Committee.

Processes long-term disability benefits applications; notifies employees of eligibility and maintains files and active cases.

Counsels employees on their rights and requirements, drafts replies to sensitive correspondence, and coordinates with the Employment Department and supervisory chain.

Assists in preparation of case files for investigations under HR and benefits statutes.

Serves on the Donated Leave and Wellness Committees; coordinates Open Season for Donated Leave and administers employee wellness programs and initiatives.

Performs other duties as assigned.


Requirements

Five years of progressively responsible experience in benefits and/or compensation program administration. 

Comprehensive knowledge of benefits and retirement programs and the ability to apply it to program administration.

Knowledge of job evaluation systems to include job worth hierarchy and slotting jobs.

Basic knowledge of Federal laws and regulations pertaining to HR, particularly to benefit programs and the Fair Labor Standards Act (FLSA) as it pertains to compensation.

Ability to perform detailed analyses of data and information and make recommendations.

Ability to maintain strict confidentiality regarding compensation and employee information.

Ability to use computer hardware and modern office suite software, with emphasis on spreadsheet software.

Ability to speak and write effectively and make presentations.

Ability to establish and maintain effective relationships with employees, managers, and others.

EDUCATION

A Bachelor’s Degree in Human Resources, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

PREFERRED QUALIFICATIONS

Current Certification(s) in one or more of the following: Certified Compensation Professional (CCP) from World at Work; Certification as a Compensation Management Specialist from the International Foundation of Employee Benefit Plans or a fully equivalent certification; Certified Benefits Professional (CBP) through WorldatWork or an equivalent certification; Certification as a Group Benefit Associate (GBA); Certification as a Retirement Plan Associate (RPA); Certification as an Employee Benefits Specialist (CEBS).

Substantive experience in compensation and benefits program administration.

Experience working with Workday enterprise software.
