As the Compensation and Benefits Supervisor, you will lead a team of Compensation and Benefits Specialists in developing and administering all Airports Authority’s compensation, benefits, and retirement programs.

Serves in the Compensation and Benefits Department of the Office of Human Resources and Administrative Services at the Headquarters Office.

Through a team of compensation and benefits specialists, leads the research, development, and implementation of all Airports Authority employee benefit and retirement policies and programs and compensation programs. Coordinates research and implementation of compensation programs, policies, and procedures. Conducts administration and staff work to support the Airports Authority’s employee and retiree benefit programs. Performs related functions.

Leads the development, implementation, and administration of a full range of employee benefits and retirement programs at the Airports Authority, including medical, dental, life, and long-term disability insurance; flexible spending; donated and family medical leave; and defined benefit and defined contribution plans.

Oversees the daily administration of employee benefits by ensuring the Compensation and Benefits Specialists advise and assist employees, retirees, and dependents with processing procedures and helping to resolve problems.

Leads the development and implementation of policies and procedures for the administration of Airports Authority base pay programs and the initiation and coordination of related research activities. 

Serves as troubleshooter for the Department on high visibility, sensitive, and rush assignments. Documents problems and proposes solutions to compensation program issues.  Facilitates salary reviews and job gradings as appropriate.

Assists Manager in the contract administration of third-party carriers on a variety of financial, medical, and insurance plans, and software renewals.  May provide input for Statements of Work and Requests for Proposals and the solicitation, evaluation, and award processes. Orders third party survey reports and requests Department membership payments as warranted.  

Coordinates with plan administrators, insurance carriers, and the payroll office in the design of a comprehensive benefits package to meet the needs of the Airports Authority and a changing workforce.

Leads efforts in preparation for audits and other investigations under HR and benefits statutes.

Oversees preparation of instructions and guidelines for premium pay programs, overtime, night differential, Fair Labor Standards Act (FLSA) status, placement actions, pay-for-performance processes, employment recognition, and merit pay utilizing appropriate tools and software. 

Maintains and updates Compensation and Benefits Policies.

Leads research, development, and evaluation of compensation studies, benefits contracts and special pay projects as they relate to the Federal, aviation, local public, and private sectors.  

Stays up to date with proposed Federal, state, and local legislation and regulation impacting Airports Authority pay and benefits programs.

Supports the Airports Authority’s Retirement Trustees, Retirement Committee, and top management.

Leads compensation studies and special projects, including the annual review of Chief Executive Officer pay in the airport industry and special occupational studies. Ensures Compensation’s participant responses to third party surveys are completed in a timely manner.   May serve as contact on pay studies performed by outside contractors.

Serves as manager in manager’s absence.

Reviews union contract proposals.

Performs other duties as assigned.


Requirements

Seven years of progressively responsible experience in compensation and employee benefit and retirement programs.

Comprehensive knowledge of compensation principles and practices and skill in developing and administering pay systems.

Comprehensive knowledge of benefits and retirement plans and skill in applying to benefit and retirement program development and administration.

Knowledge of and ability to apply legal and regulatory employment requirements affecting human resources, benefits and retirement, and compensation system management.

Knowledge of the fundamentals of other HR disciplines, including classification and labor relations, to provide effective compensation and benefits services.

Knowledge of and ability to apply current and emerging trends and best practices to compensation, benefits and retirement systems.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to perform detailed analyses of data and information and make recommendations using industry software and interfaces.

Ability to maintain strict confidentiality regarding compensation and employee information.

Ability to speak and write effectively, with emphasis on communicating technical information to non-technical audiences.

Skill in conducting presentations to small and large groups.

Skill in using a computer and modern office suite software, with emphasis on pay system databases and spreadsheet programs.  Comprehensive skill in Microsoft Excel and Word.

EDUCATION

A Bachelor’s Degree in Human Resources, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

PREFERRED QUALIFICATIONS

Experience working with Workday enterprise software.

Certification as a Certified Compensation Professional (CCP) or Certified Benefits Professional (CBP) from the World at Work organization. Certified Employee Benefits Specialist (CEBS) from the International Foundation of Employee Benefit Plans (IFEBP).

Certification as a Compensation Management Specialist from the International Foundation of Employee Benefit Plans or a fully equivalent certification.

A Master’s Degree in Human Resources or related field.
