Job Summary

This role provides leadership in administering and managing operational and strategic aspects of employee benefits and compensation services in the Talent Department of the School District of Philadelphia. Has responsibility for providing strategic and proactive direction to the Benefit and Compensation organization to advance and develop a best practice, leading edge organization by directing the development and implementation of policies, practices and administrative systems in the functional areas of Benefits, Retirement and Compensation.  The incumbent develops, designs and implements benefit, retirement and compensation strategies, programs and initiatives through data analysis and relevant industry trends that support and retain a diverse workforce.  Leads and directs the operation as well as the development and implementation of state-of-the-art benefit and compensation programs. Work is performed under the general direction of the Chief Talent Officer but receives input and involvement from other key stakeholders such as Finance, Academics, Operations, Legal and Information Technology.   Supervision is provided for several managers and technical staff of approximately 17 professionals.

Essential Functions

  • Implements, administers and communicates innovative employee benefit and compensation programs, polices and processes to align with the Districts strategic plan and Anchor Goals.
  • Manages program costs and risk, maximizes operational efficiencies and strengthens organizational capabilities;
  • Provides operational and administrative support in directing the functional areas of Employee Benefits; oversees and coordinates the delivery of services; encourages collaboration across all functional areas; provides management and guidance to staff; assesses the effectiveness of operations of each area individually and monitors the effectiveness of the team.
  • Maximizes the use of technology including the new ERP system to support employee changes such as dependent status, address changes, open enrollment and other benefit interactions with employees. Supervises the proper operation of the HRIS, related systems and data transfer into and from the system and related interfaces; ensures operation is compliant with applicable legal and regulatory requirements;
  • Leads and coordinates efforts to address existing and emerging issues which pertain to employee benefit and support services; coordinates the establishment of strategies to achieve employee benefit, retirement and compensation services goals.
  • Keeps abreast of applicable legislation and current and emerging market trends, identifies required changes and potential opportunities for improvements and implements changes incorporating best practices;
  • Participates in collective bargaining contract negotiations and assists in drafting collective bargaining proposals; provides cost/benefit analysis on proposed changes to benefit plans. Provides benefit expertise and support of strategic direction and approach with Union negotiations.
  • Maintains close working relationship with the Offices of Management and Budget, General Counsel, Accounting, and Payroll; consults with Employee Relations and General Counsel in the design, development, and evaluation of new employee benefit support procedures and programs; partners and cooperates with Employee Relations in resolving disputes and grievances.
  • Works directly with Pennsylvania Public School Employees' Retirement System (PSERS) to address issues and manage large-scale projects related to retirement benefits as they arise.
  • Leads all health, welfare and insurance contract negotiations and works closely with insurance providers to adopt and maintain the Plan Document. Directs all necessary RFPs to support required contracts and develops Action Items for BOE approval.
  • Collaborates with the Chief Talent Officer to develop strategic objectives that complement the overall goals of the District and key metrics to monitor the effectiveness of those programs.
  • Establishes short and long-range organizational goals, objectives, and strategic plans; monitors and evaluates programmatic and operational effectiveness; ensures that the operational support needs of the District’s employees are being met. Oversee and audit key benefit processes such as dependent coverage, retirement plans and payment of health claims to ensure compliance with policy, laws and regulations.  . 

Other Functions

  • Attends Board of Education meetings as needed.
  • May serve as Trustee on Health and Welfare Unions, 634, PFT, and 1201.
  • May serve as Legal Trustee on Union 634.

Requirements

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Business or Public Administration, Human Resources or closely related field. Master’s degree is preferred.
  • Ten years of full-time, paid, professional human resources experience in a large unionized organization with.at least five of which have been in an administrative capacity and have included supervising professional and support staff, organizational planning, and developing and/or overseeing the implementation of policies and procedures.
  • Has demonstrated experience in working with key stakeholders in developing and implementing strategic organizational direction of state-of-the-art benefit and compensation programs.
  • Certified Employee Benefits Certification, Senior Professional of Human Resources or Senior Certified Professional (SHRM-SCP) or similar professional credentials is a plus.
  • Demonstrable interpersonal and problem-solving skills with a proven record of accomplishment of developing and maintaining effective working relationships with a wide range of employee constituents.
  • Public education and/or public sector experience in a unionized environment.

Knowledge, Skills and Abilities  

  • The principles, practices and philosophy of human resources administration and management.
  • Thorough knowledge of the principles, practices and techniques of compensation and benefits administration
  • Development and implementation of employee benefit strategies designed to maximize the value of well-designed benefit and compensation programs across the District.
  • Working knowledge of HRIS systems and their effective use with employee self-service interactions.
  • The principles, practices and techniques used in collective bargaining, and contract management and interpretation.
  • Federal, state, and local laws and regulations governing the administration of an employee benefits program. Including; ACA, ERISA, COBRA, FMLA, ADA, SECTION 125 of the IRS code, Medicare, and Social Security and DOL requirements.
  • Experience in managing department budget and associated record keeping as well as overseeing the payment of self-insured health claims and TPA fees.
  • Ability to design and disseminate corporate communication strategies; ability to analyze and interpret complex information; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency;
  • Experience in directing and managing Benefit and Compensation professionals and structuring organizations to meet department goals and long term strategies.
