Job Summary:
Provides vision, leadership and coherence for the College District functions dedicated to fair, equitable and just treatment of faculty, staff and students. Leads Employee Relations, Advocacy and Civil Rights functions that encompass: Title IX; Diversity, Equity, Inclusion; compliance with Title IX, Title VII, ADA/504; Affirmative Action; and, Civil Rights. Provides leadership to ensure a fair, consistent, inclusive, compliant, and positive environment for faculty, staff and students. Serves as the College District Sr. Deputy Title IX/VII/ADA/504 Coordinator. Instills a balanced, equity-minded, approach to leadership, supervision and employee advocacy in the workplace. Cultivates a working and learning culture that promotes preventive approaches, prompt resolution of concerns, fair treatment, advocacy, equity and opportunity. Directs HR teams dedicated to IX/VII/ADA/504 compliance, Equity and Inclusion, Employee Relations/Services, and college-based HR Partners. Provides support and guidance to college Title IX teams. Establishes proactive, preventive, approaches that are data-driven and focused on continuous improvement of practice and processes. Designs processes and interventions that actively cultivate a culture of respect, promote performance excellence, optimizes talent, and instills an environment of fairness and equity for employees and students. Establishes safe and robust communication channels for faculty, staff, administrators and students. Establishes robust data-analytics, trend analysis and reporting, to support the early identification and proactive resolution of potential and emerging issues. Identifies opportunities for improvement of processes, policies and procedures to maintaining a positive, respectful safe open, diverse and inclusive environment for working and learning that is free from discrimination, harassment and retaliation. Establishes and sustains planning, monitoring, investigation, education, prevention, coaching and training for stakeholders based on identified trends. Oversees the investigation and prompt resolution of all complaints and concerns involving employees and 3rd parties. Assists College Deputy Coordinators in the investigation of Title IX and ADA/504 Complaints involving students.
Requirements
Minimum Education and Experience:
- Master’s Degree in Human Resources, Labor Relations, or related field. (Significant related
experience may substitute for education). - Minimum of nine years of demonstrated experience leading teams of HR professionals in
interpretation and application of regulations, policies and procedures in a large, complex,
organization in a manner that is accurate, fair, respectful and consistent. - Minimum of five years developing, analyzing and utilizing data to enhance the
workplace/student experience and identify opportunities for strategic intervention.
Preferred Education and Experience:
- Doctoral degree or equivalent education in a relevant discipline.
- Demonstrated employee /labor relations and Title VII/IX experience in the public sector and/or higher education.
- Demonstrated experience in a large, urban academic institution.
- Relevant professional certification such as SPHR, SHRM-SCP, Title IX Coordinator.
Licenses and Certifications:
- Must have a valid Texas driver license and be insurable through the organization’s insurers.
