Main Function

Responsible for managing workforce products, for health care clients, aimed at compensation, benefits, employment screening, and other related solutions.  Oversees the administration of several compensation and benefits surveys and advises staff to ensure overall operational efficiency and effectiveness of collection and reporting tools. Working with various state agencies (Illinois State Police (ISP), and Illinois Department of Public Health (IDPH), and with full understanding of various employment screening regulations, oversees employment screening services.  In addition, identifies potential partnerships targeted to member HR functions, conducts due diligence, promotes partner services and track utilization of services.

 

Outline of Responsibilities

  • Lead the HCS department; manage workflow and operations.

  • Complete programs and services billing.

  • Develop goals, budget and monitor fiscal performance. Reconcile revenue and expenses with corporate finance records.

  • Collaborate with appropriate agencies, associations and groups to advocate for members.

  • Oversee updates to HCS Web content.

  • Oversee operational effectiveness, performance and reliability of HCS technology and evaluate need for technology and operations improvements. Collaborate with IT to ensure appropriate technology is in place to support all HC systems and meet legal and state agency security requirements.

  • Monitor department operations to ensure service excellence

  • Assist AVP in marketing plan development and operationalization for all HCS areas.


Verified Services:

  • Oversee Verified background screening services: Illinois fingerprint and name-based criminal history (UCIA and Fee Applicant), Illinois Sex Offender Registry and Office of Inspector General and manage escalated issues.

  • With AVP and legal counsel, interpret and apply Fair Credit Reporting Act (FCRA), Illinois Health Care Worker Background Check Act, the Uniform Conviction Information Act, Illinois State Police (ISP) and Illinois Department of Public Health (IDPH) regulations to Verified deliverables. Respond to and reinvestigate complex consumer disputes per FCRA requirements.

  • Act as a resource by assisting clients with inquiries related to the FCRA, IDPH Healthcare Worker Registry, ISP, Cross Match Technology (CMT) and Back Track Services.

  • Manage enrollment of new clients

  • Evaluate requirements and develop strategy for updates/upgrades to fingerprinting equipment and oversee full life-cycle of the equipment installation at member sites, , securing IHA resources and participation in client planning calls. .

  • Identify and troubleshoot technical malfunctions and issues with department Access databases and backend servers; work with IT and outside consultant programmer to address problems, implement upgrades, test structural changes and update processing/procedures in response to changing agency regulations and member needs; and act as liaison with staff, IT, members, vendors, IDPH and the Illinois State Police.

  • Assist AVP in monitoring agreement and application procedures to maintain status as ISP and IDPH approved fingerprint vendor under the Illinois Healthcare Worker Background Check Act.

 

Survey Services:

  • Oversee administration of survey products including Non-Management Compensation Survey, Management Compensation Survey HR Metrics Survey Package, Senior Executive Compensation Survey, Hot Jobs Survey , Medical Practice Staff Compensation Survey, Employee Benefits Survey and Survey Custom Cuts.

  • Ensure department’s compliance with DOJ (Department of Justice) anti-trust regulations and safe harbor guidelines.

  • Monitor performance of Access databases, backend servers and online tools; work with IT and outside consultant programmer to address problems, implement upgrades, test structural changes and update processing/procedures in response to member needs or demographics

     

Vendor Services:

  • Collaborate with AVP to market and track utilization of various services and other vendor partnerships as they develop.  

  • Participate in vetting process of HCS related partnerships.

  • Maintain relationships with all HCS vendors to assess effectiveness and level of customer service to ensure high level of member satisfaction.

  • Other duties as defined.

     

     

 

Requirements

Bachelor’s degree and minimum of five years of experience in human resources, or related field required. Relevant experience may be substituted for education. Certified Compensation Professional preferred. Experience in any one or all functions related to compensation surveys, benefit surveys, and employment screening (fingerprinting, background checks), preferred.  Managerial experience or experience as a team lead/supervisor, preferred. Must be eligible for Illinois Department of Financial and Professional Regulation licensure as a Fingerprint Vendor. Exemplary relationship building, analytical, critical thinking, communication and organizational skills; and an inherent commitment to service excellence required. Intermediate Excel, Access and Word skills; ability to manage high email volume; good knowledge of database management functionality, technological aptitude required.
