About Bellwether Housing

Bellwether is the largest private nonprofit owner and operator of affordable housing in the Seattle area and employs over 120 people. We accomplish our mission –creating stable communities and access to opportunity through affordable housing – through three primary activities:  developing and managing affordable housing for people with limited incomes across the greater Puget Sound, coordinating social and health services for our more vulnerable tenants, and advocating for resources to increase housing affordability throughout our region.

 

We are a high-performing property management and real estate development company, with approximately half of our staff working in our 32 residential buildings and the other half working in centralized offices. We employ our own asset management, maintenance and construction management teams. And we continue to expand our resident services program to reach more of our tenants.

 

Bellwether has been a pioneer in its approach to financing affordable housing development.  For example, we are the first affordable housing organization in the region to leverage small, local, low-return investments to support the development of affordable housing.  To date, Bellwether has raised nearly $4 million in two offerings, stretching public and private resources to create more affordable housing.

And Bellwether is growing.  We anticipate adding more units to the Bellwether portfolio in the coming five years than we have in the previous fifteen. This growth will require us to adapt and invest in our human capital, physical and technological infrastructure. It will also require us to develop new strategies for managing our resources. This anticipated growth creates an incredible opportunity for a strategically-minded leader.  

 

Bellwether’s History

Bellwether Housing was formed by the social entrepreneurialism of the Downtown Seattle Association in 1980 in response to a local rental housing crisis.  Since its origins, Bellwether has changed the face of Seattle’s neighborhoods through the preservation and construction of housing affordable to households with limited incomes. More than11,600 units developed (including 9,800 for other nonprofits)2,100 apartments in32properties, with30 commercial units under management, $330 million in assets and a$30 million annual budget.


Director of Human Resources

 

Bellwether Housing is seeking a dynamic and thoughtful leader with a collaborative and influential leadership style.  The Director of Human Resources must have the ability to inspire others into action and think creatively about solutions. The successful candidate will be a transparent, strong communicator who can tell hard truths with compassion and interact with humility.  She or he must be masterful in communicating strategic vision and empowering peers with the tools needed to lead this fast paced and bold non-profit organization. 

 

Strategic & Organizational Leadership

  • Participate in the development of organizational objectives, particularly as such objectives impact employees and their ability to achieve established goals.
  • Evaluate the impact of growth on organizational structure, training and professional development needs and successional planning.
  • Collaborate with the leadership team to develop staffing models that support organizational growth.
  • Implement plans to support employees through changes brought on by rapid growth.
  • Drive HR programs and solutions that increase performance and employee engagement, create a positive work culture, and improve retention and employee relations.
  • Analyze, prepare and present insightful information to the leadership team and board of directors in support of strategic planning and decision making.

 

Recruitment and Workforce Planning

  • Develop and implement a progressive and proactive compensation and benefits program that responds to the rapidly changing and competitive Puget Sound labor market.
  • Understand retention and employee engagement and develop programs, processes and models to increase retention and staff engagement.
  • Partner with managers on organizational design, workforce planning, succession planning, talent development and organizational health priorities.
  • Champion an environment of equity, diversity and empowerment. Ensure fair and equitable application of compensation, HR policies and employee relations processes.
  • Manage benefit package, particularly in plan design, broker relationships and cost containment.

 

Employee Relations

  • Monitor employee "pulse" and create an environment that supports high employee engagement, and attracts and retains a diverse staff of well qualified talent.
  • Build a strong and trusted relationship with employees and managers and serve as a resource to managers and employees on employee relations issues. Provide advice, counsel and support in resolving issues, disputes and other sensitive matters. Guide and support managers to bring the best experience and solutions to employees.
  • Encourage cross-departmental collaboration, personal initiative, accountability and responsibility at all levels of the organization.

Organizational effectiveness

  • Identify competency, knowledge and talent needs within the organization.  Develop programs for enhancing skills and knowledge to close gaps and provide opportunities for employee development and career advancement.
  • Lead HR staff in review and update of the employee handbook.  Establish robust employee onboarding, orientation and offboarding processes.
  • Create a service-oriented environment that motivates and supports employees and managers.
  • Develop and evolve employee policies, as necessary, to keep abreast of the changing employment law landscape and maintain compliance with local, state and federal laws.
  • Ensure strategies and systems are in place to accomplish established goals and measure progress toward goals.
  • Provide legal interpretations of employment-related matters while utilizing legal counsel for more complex issues.
  • Maintain a thorough knowledge of and ensure compliance with regulatory environment including EEO, Fair Labor Standards, Wage and Hour, FMLA, etc.
  • Administer robust employee benefits plan and communicate reliable information about plan to employees, former employees, managers and HR.
  • Research and resolve complex benefits and/or retirement issues, delivering exceptional customer service to employees.

Requirements

  • Bachelor’s Degree in HR Management or related field with minimum 10 years of experience in an HR leadership role required.
  • Commitment to Bellwether Housing’s mission, vision and organizational goals.
  • Demonstrated strategic thinker with ability to understand business goals and recommend innovative approaches to effect continual improvements to meet business objectives.
  • Solutions-focused mindset with proven ability to identify problems and implement solutions.
  • High integrity, strong interpersonal, collaboration, and teamwork skills.
  • Thorough knowledge of human resources practices, procedures and laws & regulations.
  • Excellent communication, presentation and facilitation skills, able to produce polished, concise, catered messages to different audiences.
  • Ability to influence leaders and build strong relationships across all organizational functions.
  • Experience managing various Human Resource Information Systems (HRIS) and Applicant Tracking Systems (ATS).
  • Demonstrate honesty, responsibility, integrity and accountability.
  • SPHR or SHRM-SCP certification preferred.
