YOUR POSITION:
In the position of Director of Employment Affairs (Director of Human Resources) you will serve as the leader of HR and will be responsible for the design, implementation, and management of effective human resource strategies, services and functions to produce greater organizational effectiveness and to support the needs and requirements of the Colorado Department of Human Services.

YOUR RESPONSIBILITIES:
As the leader of human resources for our organization you are responsible for bringing best in class solutions, innovation, and creativity to solve complex business and organizational problems.  This position reports to the Director of the Office of Administrative Solutions and is frequently called upon to advise the Executive Director of the Department of Human Services, so strong experience and expertise in executive level management, communication, and business process improvement is required.  You will have full responsibility for the human resources functions crucial to the effectiveness of CDHS.

Your initial focus will be to lead the change management and organizational design, promoting, implementing and monitoring the human resources program at CDHS.  The human resources strategy will influence all aspects of continued organizational development from employee on-boarding to guiding policy and practice related to human resources for services at CDHS
 
Together with your 40+ person team you will ensure timely and appropriate measures for organizational success regarding legal/regulatory compliance, HR strategic management, and training and professional development. 

Requirements

YOUR QUALIFICATIONS:

  • You must be a knowledgeable, articulate and persuasive leader who can serve as an effective member of the senior management team and be able to communicate human resources related concepts to a broad range of professional staff.
  • Experience with strategic human resource programs, policy development, workforce planning and management, change management and compliance and regulatory activities.
  • Strong working knowledge of pertinent legal (state, federal, etc.) aspects of human resources in order to meet regulatory needs of your organization.
  • At least ten (10) years' experience of progressive responsibility in human resource management which must have included at least three (3) years at the manager or director level developing strategic work plans, budget development and control, and relationship management.
  • Graduation from an accredited college or university with a bachelor's or master's degree in Human Resource Management, Business Management/Administration, Organizational Management, or closely related field.
