JOB SUMMARY

Oversees, plans, and directs all human resources activities, including recruitment, classification and compensation, employee and union relations, benefits administration, performance review, leave of absence, workplace accommodation, workers compensation, payroll, training, and office services.  Key contributor working directly with senior leadership team. Negotiates and administers collective bargaining agreements.  Develops, implements, and updates human resources policies and procedures. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The primary duties of the Director of Human Resources may include, but are not limited to: 

  • Serve as a trusted and strategic advisor and business partner to senior leadership team. Provide coaching to top leaders to further develop leadership capability.

  • Partnering closely with Trust Fund (Administrator), create and execute on Human Resources agenda and strategy for the organization.

  • Collaborate on a strategic and tactical level with operating leaders on a variety of Human Resources and business-related initiatives to support organization and operational goals.

  • Champion of mission, vision, core values and company culture. Executes employee engagement surveys and participates in action planning process.

  • Oversee compensation program activities to include compliance with CEPA, communication of company compensation philosophy, new hire salaries, salary increases, job description creation and modification, update organizational charts, determine pay schedules, participate in compensation study analysis, distribution of annual compensation employee statements, etc.

  • Oversee leave of absence (FMLA, CFRA, PDL, etc.) process to include legal compliance and handling of complex leave matters.

  • Oversee and handle complex workplace accommodation (ADA, FEHA, Religious, etc.) to include interactive process, determinations, and documentation.

  • Oversee workers compensation process to include legal compliance, claims costs, experience modification rate, annual loss control audit, etc.

  • Oversee workplace safety to include the Injury & Illness Prevention program, ergonomic evaluation reviews, etc.

  • Oversee 401k program to include required notices, authorization of loans, distributions and rollovers, and participant of financial committee.

  • Responsible for advising senior management on personnel matters.

  • Responds and assists legal counsel with government agency responses (DFEH, EEOC, NLRB, etc.).

  • Responsible for overseeing the on-boarding of staff, including but not limited to screening, recruiting, interviewing, and selection. Identify and recruit key talent for critical open roles building a bench of internal and external talent (i.e. succession planning).

  • Leading and development of Human Resources team; providing direction, coaching, feedback, and ongoing communication to the team. Ensure professional development training for Human Resources team.

  • Oversee payroll and the HRIS system.

  • Oversee exit interview process to determine reasons behind separation. Advises senior leadership team on strategies for employee retention.

  • Oversee employee check in process. Analyzes results and makes recommendations on employee careers paths and development.

  • Oversees the performance management process, including employee performance appraisals, departmental compliance, and process deadlines.

  • Assists the negotiating committee as required.Performs research and preparation for negotiations, manages the Memorandum of Agreement.

  • Administers collective bargaining agreements.

  • Responds to and resolves employee grievances and other collective bargaining related issues.Attends mediations, arbitrations, etc. as necessary. Manages disciplinary matters by working with management, union representatives, and shop stewards. Establishes working relationships with union representatives and shop stewards.

  • Determines appropriate disciplinary decisions to include termination of employment. Composes written notices and action plans.

  • Acts as liaison on behalf of employees to outside benefit providers (e.g. 401K, Life Insurance, Long Term Disability, etc.).

  • Oversees non-qualified deferred compensation for exempt staff. Reviews yearly compensation information for employees in the plan ensuring timely notification to actuaries for review. Ensures eligible members are receiving monthly benefit.

  • Develops, documents, implements, and updates human resources policies to meet organizational needs and compliance with state and federal laws.

  • Coaches and counsels senior management to ensure all policies and procedures are implemented fairly and consistently.

  • Develops and/or oversees training programs to meet organizational needs (e.g. Sexual Harassment Prevention – AB1825 compliance, new employee Orientation program, HIPAA training, Time and Attendance training, Management Procedures training, etc.)

  • Ensures effective and accurate communication of all HR policies and procedures through regularly scheduled meetings (e.g. quarterly management meetings, etc.), policies, memos, etc.

  • Responds to inquiries regarding human resources policies and procedures and the collective bargaining agreements.

  • Maintains current knowledge of employment and labor laws and regulations and executes dissemination to the appropriate parties.Consults with legal counsel as necessary.

  • Conducts complex employee investigations to include allegations of sexual harassment or other workplace harassment, makes recommendations on remedial action.

  • Develops and manages annual budget process and provides senior management with HR statistics such as employee turnover, sick pay trends, leave of absence ratios, vacation accrual, staffing trends, retirement planning, etc.

  • Ensure compliance with reporting of independent contractors and writing of agreements.

  • Oversee Office Services function to include office maintenance and security.

MINIMUM JOB REQUIREMENTS

  • Bachelor’s degree from an accredited college or university in a related field and 8 years of related experience.

  • Experience working in a collectively bargained environment, including familiarity with managing union relations and negotiating collective bargaining agreements.

  • A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.

PREFERRED JOB REQUIREMENTS

  • SHRM-SCP (Society for Human Resource Management Senior Certified Professional) Certification.

  • PHR-CA (Professional in Human Resources with CA State specific) Certification.

  • SPHR (Senior Professional in Human Resources) Certification.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS

  • Knowledge of applicable policies and procedures governing the hiring, employment and separation of employees.

  • Knowledge of employment and labor laws and regulations.

  • Knowledge of principles and best practices of human resources management including recruitment, classification and compensation, employee and union relations, benefits administration, leave of absence, workplace accommodation, workers compensation, payroll, performance review, and training.

  • Skill in creating and establishing criteria, techniques, and methodologies to resolve ongoing or unprecedented problems or situations for the Division, Department, or the organization as a whole.

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with co-workers, senior management, and union representatives.

  • Skills in conflict resolution and mediation.

  • Ability to interpret and apply policies and procedures, applicable state and federal laws, and collectively bargained agreement provisions.

  • Ability to comprehend and interpret legal verbiage and relate it to human resources and business functions.

  • Ability to think analytically and apply sound judgment, resolve problems, make effective decisions, and act with integrity.

  • Ability to explain complex policies and processes in layman’s terms.

  • Ability to work effectively in a team environment.

  • Ability to handle confidential information with discretion and tact.

  • Ability to plan, develop and coordinate multiple projects.

  • Ability to present ideas effectively, orally and in writing.

  • Ability to lead with vision and demonstrate strong leadership qualities.

  • Ability to take initiative and drive organizational excellence.

  • Ability to develop and implement managerial policies and prioritize the needs of the department.

  • Proficiency in the use of (or ability to learn) personal computer software or systems applicable to the essential functions of the job, which may include any or all of the following: email/calendar software, internet/intranet browsers, word processing, spreadsheets, database software, and various systems or software used by office.
