Responsible for the development of policies; directs and coordinates human resources activities, involving employment, compensation, employee relations, benefits, training, and employee services. Bachelor's degree from four year college or university with major work in human resource management, industrial psychology, business or public administration. Masters degree preferred but not required; eight to ten years related experience and/or training in human resources.  Considerable administrative managerial experience; or equivalent combination of education and experience.  Must be a City resident or secure residence within the City limits within 12 months of employment. 

SUMMARY 
Develops policy and directs and coordinates human resources activities, such as employment, compensation, employee relations, benefits, training, and employee services.  Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within divisions.

SUPERVISORY RESPONSIBILITIES 
Manages 3-5 supervisors who supervise approximately 15 employees in Compensation, Employment, Training, and Employee Health Services.  Is responsible for the overall direction, coordination, and evaluation of this unit.   Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Provides advice and direction dealing with complex personnel issues such as, but not limited to: disciplinary matters, EEO issues, pay, changes in organizational structure and training/organizational development.

Provides leadership and direction related to the implementation of city-wide organizational change efforts designed to increase organization performance through employee involvement and improved leadership.

Provides framework and general direction to intra-departmental activities including: pay and benefits; recruitment and selection including testing; training and organizational development; personnel records management; human resource information systems; occupational health with emphasis on improving employee health and maintaining or lowering health care costs.

Develops policy and recommends changes to the City Manager as needed.

Provides guidance in the preparation and management of departmental budgets.

Serves as the City's Affirmative Action Officer and as the secretary to the Personnel and Employment Practices Commission.
