This is a full-time, 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee health, dental, life, disability, retirement and tuition assistance programs. This position is an appointment of the County Executive and requires advice and consent of the County Council. The position is not covered by the County Merit System.*The St. Charles County Charter requires that within one hundred twenty (120) days of appointment, each department head shall be a resident of St. Charles County. The individual holding this appointed position may not be removed without the approval of the Merit Commission. 

The purpose of this position is to plan, direct and coordinate county personnel administration and merit system administration according to County Charter and ordinances. The work is performed under the direction of the County Administrator. Provides human resources leadership, vision and expertise to County departments. Consults with Department Directors and Elected Officials regarding personnel administration matters. Reviews personnel issues in progress and assists departments in complying with county policies and procedures. Expedites services. Researches, analyzes and makes recommendations regarding personnel-related issues for the County Executive, Director of Administration, County Council, or Merit System Commission as directed. Drafts policies and procedures. Supervises employment recruitment, examination, recommendation for employment, job offers, job start dates and new employee orientation. Develops annual advertising and retention plan. Manages internal employee referral process and county flex staffing pool, FMLA and Wellness Program activities. Supervises applicant screening including checking references, drug screening and background investigations. Develops and delivers leadership, managerial, HR compliance, procedural and various other training programs to support county departments. Manages employee relations. Meets with employees, explains policies/procedures, receives and investigates complaints, resolves complaints (if possible). Reviews proposed disciplinary actions for compliance with policies and procedures. Notifies appointing authority regarding payroll section certification. Approves merit system employee payroll changes. Reviews starting salary requests. Administers employee classification and compensation functions. Allocates positions to proper classifications. Reviews all salary actions for policy and procedure compliance. Recommends pay grade and classification changes. Defends classification decisions when appealed to Merit System Commission. Advises management regarding Fair Labor Standards Act issues. Directs fringe benefit administration. Supervises employee program enrollment. Arranges open enrollment periods, benefit fairs, insurance change program notifications, etc. Represents the county to vendors and brokers. Responsible for development of requests for proposals. Evaluates bids. Recommends problem solutions to County Executive and Council regarding service provider problems. Supervises official personnel recordkeeping. Supervises responses to requests to employment verification. Review and approves appropriate response to unemployment compensation claims. Represents the County at meetings with labor bargaining units. Drafts memoranda of agreement. Participates in labor contract negotiating team. Advises management in labor relations issues. Ensures mandated personnel programs are carried out, such as drug and alcohol policy, employee checks through Division of Family Services, etc. Serves as Shared Leave Board and Education Assistance Board recording secretary. Establishes and publishes agenda. Supervises agenda item materials preparation and distribution. Administers daily department functions. Assigns and reviews work, allocates workers, counsels/trains employees, commends employees, implements discipline, reviews time and attendance records and addresses problems. Establishes and maintains good relations with other jurisdictions' personnel functions. Researches cooperative efforts to improve services. Maintains knowledge of laws, regulations and current personnel administration principles and practices as applied to county government.




Candidates must have experience in setting goals and performance targets, identifying appropriate metrics for measuring performance, and managing a team to successfully achieve goals. Customer service orientation, focus on employee development and emphasis on continuous improvement is required.



Bachelor’s degree in Human Resources, Psychology or related field is required. Master’s Degree is preferred. Ten (10) years’ experience in human resources management and five (5) or more years of supervisory experience is required. An equivalent combination of education and experience that provides equivalent knowledge, skills and abilities will be considered. Experience in the public sector is desirable. Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred. Ability to communicate orally and in writing with the County Executive, Director of Administration, County Officials, Department Heads, Merit System Commission, employees, other government agencies and the public.
