About the Job: 

We are searching for a detail focused and strategic professional to join our team as a Performance Management Director. In this role, you will perform executive-level performance management consultation for the enterprise organization and serves as the business process owner for the centralized job description and competency framework. Work involves providing guidance on performance management initiatives and best practices as well as the design, delivery, coordination, implementation and measurement of the statewide electronic performance management system, competency framework, and practices. This position works closely with senior leadership team members, the full organization, field personnel, and INSPD customers and stakeholders. This position reports to the INSPD Director.

A Day in the Life:        

  • Oversees the development, implementation, measurement, and continuous improvement of a highly effective enterprise-wide electronic performance management system;
  • Oversees and maintains the enterprise competency framework and is business process owner of the modernization of Job Profiles (Job Descriptions) in coordination with Compensation & Organizational Design, Talent Management Departments, and others;
  • Leads the collaborative agency-based identification and implementation of ongoing performance management process maturity and continuous improvement;
  • Serves as a subject matter expert and provides performance management consultation and training to all levels of the enterprise organization to achieve effective use of the performance management system and a positive employee experience;
  • Analyzes and reports on measurement results;
  • Provides ongoing oversight and support to ensure that performance measures are being used to effectively manage operations, identify and manage risks, and effect positive organizational change;
  • Leads and contributes to large data entry projects related to the effectiveness and efficiency of the job description, competency, and performance management systems;
  • May assist with change management initiatives by conducting readiness assessments, job-impact analysis, and skill and capability assessments;
  • Perform other related duties as assigned.



What we’re looking for:

  • Bachelor’s degree in human resources, business or related field preferred or a minimum of 5 years of relevant experience in human resources, supervision of employees, or performance management;
    • Full knowledge of performance management best practices and requirements;
    • Ability to think strategically with a demonstrated track record of developing and implementing initiatives to meet the needs of the business;
    • Ability to successfully apply effective project management skills and principles;
    • Outstanding interpersonal skills, with the ability to build relationships, establish credibility, and influence leaders at all levels;
    • Extensive knowledge of training and educational methods, techniques, and advanced adult education principles and practices;
    • Ability to communicate with all levels of the enterprise organization and ability to conduct public speaking and/or moderate large groups as needed;
    • Considerable knowledge of formal, social, and experiential learning techniques and practices;
    • Excellent computer skills, including Word, PowerPoint, Outlook, Excel, Prezi, and innovative applications or tools;
    • Ability to keep current on new talent management trends, philosophies, and tools;
    • Ability to develop and execute strategic planning initiatives which outline timeframes and associated costs for delivery of the items identified;
    • Ability to work comfortably and effectively in a fast-paced environment where priorities and direction may change frequently.
