Baltimore City Public Schools is seeking an EEO Manager for its Fair Practices and Compliance Office. Under the direction of the Director of Fair Practices and Compliance, the successful candidate will be responsible for administering programs to support compliance with federal, state and local statutes regarding equal opportunity and fair practices.
  • Manages support function and activities associated with ensuring City Schools compliance with equal opportunity laws and regulations.
  • Advises the Chief on matters related to consent decrees, conciliation agreements, and general regulatory compliance.
  • Conducts internal investigation of equal employment opportunity and Title IX complaints, determines investigative methods to be used, interviews complainants, respondents, witnesses and other individuals, conducts site visits, reviews records and prepares fact finding reports and recommendations.
  • Mediates and utilizes alternative resolution and problem solving processes to resolve internal organizational complaints, as appropriate.
  • Serves as a liaison with compliance agencies.
  • Coordinates and/or facilitates the implementation of complaint resolutions and accommodation decisions with other City Schools? departments, as appropriate.
  • Identifies training needs and develops and provides system wide training for supervisors and employees on EEO, ADA and harassment related issues; provides guidance to staff.
  • Develops, communicates, and maintains affirmative action program; files EEO-1 report annually; maintains other records, reports and logs to conform to EEO regulations.
  • Identifies areas for policy improvement and recommends programs, strategies and other collaborative activities to prevent discrimination and harassment.
  • Maintains critical bulletins, periodicals and EEOC reports issued by various federal, state, and local agencies; interprets legislation and recommends compliance procedures.
  • Maintains confidential and sensitive information.
  • Designs, implements and utilizes data gathering and reporting procedures.
  • Participates in local, state, and national professional organizations and activities.
  • Responds to complaints of discrimination filed with external administrative agencies including EEOC.
  • Serves as liaison to Office of Legal Services on Title VII, Title IX, ADA and other related matters.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Requirements

  • Bachelor's degree or equivalent experience in business administration, human resources or a closely related field; J.D. preferred. Degree must be from an accredited college or institution.
  • Five years of experience investigating state and federal discrimination complaints including Title VII, Title IX, Title 20 of the Maryland Code, State Government Article or a combination thereof.
  • Extensive knowledge of principles and practices of equal employment, ADA and Title IX investigations, including interviewing methods and techniques.
  • Knowledge of federal, state and local laws, regulations and court decisions applicable to areas of assigned responsibility, including Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Title IX and other civil rights and employment laws.
  • Excellent interpersonal, oral and written communication skills.
  • Good organization and analytical skills.
  • Skill in exercising tact and diplomacy in dealing with sensitive, complex and confidential human resources and legal issues and employee situations.
  • Proficient skill in the use of technical computer applications, including Microsoft Office. Ability to develop and make effective presentations.
  • Ability to exercise independent judgment.
  • Ability to research and assemble data, prepare complex reports, formulate resolutions and present reports.
