Under the general direction of the Manager of Employee Relations, provide high-level employee relations consultation to all levels of University management, including managers, departmental human resources representatives, Chief Administrative Officers, Assistant Deans, Associate or Assistant Vice Chancellors, Vice Chancellors, Department Chairs, and Deans, as well as employees. Advise and counsel campus clients on a wide range of complex employment matters, including analysis and interpretation of University policies and procedures, collective-bargaining agreements, and applicable employment laws; progressive discipline to address employee performance and misconduct; regulatory compliance, including Family Medical Leave Act ("FMLA"), California Family Rights Act ("CFRA"), Pregnancy Disability Leave ("PDL"), and American Disabilities Act ("ADA"); strategic planning; layoffs and reorganizations; organizational development; and conflict resolution

Work collaboratively and strategically to establish highly effective working relationships with campus clients to resolve the full range of complex employee relations issues

Serve on Behavioral Intervention Team ("BIT"), which assesses potential risk of violence to the campus community, and assist in implementing the BIT's recommendations

Assist Manager in reviewing criminal background check results

Qualifications:

  • Strong knowledge of human resources administration in a large, complex organization, preferably a public institution or university

  • Strong knowledge of sound employee relations practices and relevant employment laws, including performance management, progressive discipline, termination of employment, etc

  • Working knowledge of labor relations laws, practices, and procedures in a collective bargaining environment

  • General knowledge of workers' compensation laws and practices

  • Working knowledge of the American Disabilities Act, reasonable accommodation, and interactive process

  • Expertise in Family Medical Leave Act, California Family Rights Act, and Pregnancy Disability Leave

  • Demonstrated ability to train individuals and small and large groups for the purpose of enhancing organizational effectiveness

  • Demonstrated skill at negotiating, and at exchanging ideas, information and opinions with others to formulate policies and programs and/or arrive jointly at decisions, conclusions, and/or solutions

  • Demonstrated ability to make oral presentations to individuals or groups in order to persuade others to accept or understand new or established ideas, policies, and procedures

  • Demonstrated ability to interpret and effectively explain complex policies, procedures, collective bargaining agreements, and relevant employment laws to all levels of management, as well as to employees

  • Demonstrated ability to mediate effectively between and among all levels of management and employees

  • Bachelor's degree in human resources or a related field and a minimum of 6 years of professional-level human resources experience, or an equivalent combination of education, experience, and training

  • Advanced degree (e.g., Master's Degree or Juris Doctor) is preferred

  • Experience working in a unionized environment is preferred.
