The Human Resource Consultant – Benefits and Compensation reports directly to the Chief Human Resources Officer. Exercising discretion and independent judgment, the Human Resource Consultant directs the administration of employee benefits and the college’s payroll functions consistent with Washington State Law, Washington Administrative Code, college policies, procedures and established guidelines as it relates to payroll, benefits and compensation. This is an exempt, professional, non-administrative position.

 

Responsibilities and duties of the Human Resource Consultant include, but are not limited to, the following:

 

  1. Responsible for the coordination of Benefits for all staff and faculty, including adjunct faculty coordination with other colleges.

 

      2. Onboarding for all new staff and faculty.

 

      3. Manages, develops, and maintains the unemployment compensation program including responding to claims, preparing reports and attending hearings as appropriate.

 

      4. Coordinates the industrial insurance program including  responding, reviewing and investigating claims; preparing OSHA and WISHA reports; and serving as the college Return to Work Coordinator.

 

      5. Responsible for annual reports that are reported to the State Board for Community and Technical Colleges, Integrated Post-Secondary Education Data System (IPEDS) and other agencies for the Chief Human Resources Officer; summarizes data and assists in the development of Human Resources reports and projects such as Affirmative Action, IPEDS, salary surveys, etc.

 

      6. Provides leadership for the Classified Trustee Award Program, participates in developing a budget for Human Resources Office and Professional Development for Classified and Exempt employees.


      7. Responsible for Family Medical Leave Act (FMLA) administration for all staff and faculty.

 

 

      8. Responsible for Reasonable Accommodation Analysis and coordination with staff and supervisors.

 

 

      9. Conducts Title IX and other Discrimination or Harassment investigations.

 

 

     10. Participates in Labor Negotiations – Classified and Faculty union bargaining.

 

 

     11. Calculates retroactive pay for all classified staff promotions or position reallocations.

 

 

     12. Serves as the college Combined Fund Drive Coordinator; coordinates the annual Combined Fund Drive, inputting payroll and personnel information on screens, sending notification to main office; evaluates process when completed.

    13. Processes Balloon Payments for full-time faculty and coordination of benefits for all faculty and adjunct faculty for summer off-season.

    14. Reconciles and processes W-2’s and state and federal tax returns.

 

 

    15. Responsible for providing supervision to payroll staff assigned to the Human Resource Consultant.

 

 

    16. Oversees the processing of payroll on a semi-monthly schedule.

 

 

    17. Oversees the preparation, initiation, and balancing of three payrolls to Financial Management System, Payroll/Personnel Management System and Payroll (Excel) spreadsheets.

 

 

    18. Oversight for employee time and leave reporting; calculates the annual Sick Leave Buyout and runs the Vacation Leave Liability Report annually for the Business Office.

    19. Oversees the scheduling of all jobs for the Payroll/Personnel Management System (PPMS) for Human Resources.       

    20. Oversees the process of expense transfers for various departments to assist them with reconciling their budgets.

 

 

    21. Oversees the process of the Unclaimed Property Checks report and sends to Department of Revenue.

 

 

    22. Oversees the coordination with Washington State Attorney General’s Office with garnishments, wage assignments, bankruptcy and IRS levies.

 

 

    23. Performs other duties as assigned by the Chief Human Resources Officer.


Requirements

Bachelor’s degree in human resources, business, organizational behavioral sciences or a related field from an accredited college or university; AND three years of professional human resource experience (or equivalent combination of education and progressively responsible HR experience)

• Experience in supervision of HR/Payroll staff

• One year of experience in budget and personnel management

• Ability to conduct complex analysis and formulate conclusions

• Strong interpersonal communication skills and the ability to work effectively with a wide range of constituencies in diverse communities

• Strong team attitude and approach to work; the ability and willingness to share ideas, to be open to the ideas of others and to work toward organizational goals and interests

Ability to exercise good judgment in evaluating situations, solving problems, and making decisions.

• Advanced computer skills including Microsoft Office software (Outlook, Word, Excel, PowerPoint and Access)

• Commitment to a working environment that values a diverse academic environment, inclusive of students, faculty, and staff of diverse cultural, socioeconomic, and educational backgrounds

PREFERRED QUALIFICATIONS

Master’s Degree in human resources, business, organizational behavioral sciences, leadership, or related field from an accredited college or university

• Human Resource experience in a higher education or government setting using a wide variety of employment rules, regulations, and processes that require application of specialized human resource knowledge and skill.

• Professional Human Resources (PHR) or Senior Professional Human Resources Certification (SPHR), or Society for Human Resource Management Certification (SHRM CP/SCP)

• Experience working with Human Resource Information Systems (HRIS).

• Experience working in a unionized environment.
