Summary

The Human Resources Director is directly responsible for the overall administration, coordination and evaluation of the Human Resources Department including planning, managing human resource programs, directing staff and interfacing with the Vice President of Administration as well as work with other members of the Human Resources Team directly in all functional areas of Human Resources.

 

Essential Functions

 

  1. Assist the Vice President of Administration and Executive Management in administration of the Human Resources Department and is directly responsible for day-to-day management and operations of the department.
  2. Review and make recommendations to Vice President of Administration for improvement of ADC LTD NM’s policies, procedures and practices on personnel matters.
  3. Maintain knowledge of industry trends and employment legislation and ensure organization's compliance.
  4. Responsible for organization compliance with federal, state and local legislation pertaining to all personnel matters.
  5. Communicate changes in the organization's personnel policies and procedures and ensure that proper compliance is followed.
  6. Assist the Vice President of Administration in the annual review, preparation and administration of the organization's wage and salary program.
  7. Coordinate or conduct exit interviews to determine reasons behind separations.
  8. Consult with legal counsel as appropriate, or as directed by the Vice President of Administration or Executive Management, on personnel matters.
  9. Work directly with HR managers and department managers and supervisors to assist them in carrying out their responsibilities on personnel matters.
  10. Recommend, evaluate and participate in staff development for the organization.
  11. Develop and coordinate company-wide staff developments and training programs.
  12. Lead a process of organization development that plans, communicates, and integrates the results of strategic planning throughout the organization.
  13. Develop and maintain a Human Resources information system (HRIS) that meets the organization's personnel information needs.
  14. Lead the development of department goals, objectives, and systems.
  15. Participate on committees and special projects.
  16. Determine and recommend Human Resources Department changes and growth.
  17. Implement approved changes and directives from Vice President of Administration and Executive Management Team.

Essential Human Resources Functions (with Human Resources Staff)

  1. Prepare and provide compliance reports as required (5500 reporting, worker comp auditing, Setup deductions/earning codes).
  2. Maintain Human Resources information system (ADP) records and compile reports from the database.
  3. Organize and oversee/provide/perform data entry into ADP HR system.
  4. Support Employee Recruitment program including job postings, interviewing, selecting and hiring employees.
  5. Establish an in-house employee training system that addresses company training needs including training needs assessment, new employee orientation & onboarding, and management development.
  6. Maintain the Company’s benefit programs (health, dental, vision, life, disability, etc. including enrolling and terminating employee’s participating in the Benefit Programs, reconciling Benefit Program payroll deductions and monthly invoicing from Benefit Program vendors, and participate in the negotiation and renewal of the Company’s Benefit Programs.
  7. Work with Benefits Manager on internal employee Benefit Program questions, prepare and lead seminars to inform employees of the various aspects of the Benefit Programs and any available incentive programs.
  8. Conduct investigations when employee complaints or concerns are brought forth.
  9. Review, approve and ensure implementation of personnel actions.
  10. Review employee appeals through the company complaint procedure.
  11. Review, guide, and approve management recommendations for employment terminations.
  12. Prepare and/or manage the preparation of personnel-related government reports.
  13. Participate in executive, management, and company staff meetings and attends other meetings and seminars.
  14. Maintain ongoing education and training in HR regulations, federal and multi-jurisdiction requirements.
  15. Maintain familiarity with government rules and regulations relating to employment and employment-related matters.
  16. Any other duties assigned by the Vice President of Administration and Executive Management.

Supervisory Responsibility

This position manages all employees of the HR Department and is responsible for the performance management of the employees within the Human Resources Department. Identifies opportunities for improvement and resolves any discrepancies.

 

Work Environment

While performing the duties of this job, the employee regularly works in an office setting. This role routinely uses standard office equipment.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee is frequently required to stand, talk and hear.

 

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. This position requires additional hours and weekend work on occasion.

 

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

 

 

Required Education and Experience

  1. Master’s degree and minimum of 8 to 10 years of professional Human Resources experience.
  2. The ideal candidate will have experience with ADP Workforce Now or other similar HR system applications, and be well educated in the State and Federal labor laws as they pertain to the Physical Security and Background Investigation Federal Contracting Industry.
  3. The successful candidate will have experience supervising and managing Human Resources Department and staff.
  4. The candidate should have a working knowledge of employment contracts and Union/Labor Relations experience (CBA).

Preferred Experience

SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) credential.

 

Additional Eligibility Qualifications

Maintain SHRM-SCP certification or have the ability to obtain certification within 12 months of hire.

 

Work Authorization/Security Clearance

Possession of Top Secret Clearance, or the ability to obtain TS Clearance.
