POSITION SUMMARY   

In addition to being an HR Generalist within the APA Human Resources department, the incumbent is responsible for management and administration of the entire APA benefits program. Such benefits include but are not limited to health, dental, vision, life, retirement, worker’s compensation, short and long-term disability, FMLA, COBRA, unemployment, and flexible spending accounts (FSA’s). This position is also responsible for processing all appropriate employee benefits paperwork in the applicable systems, entering payroll changes and deductions related to employee benefits and will work directly with an external broker, responding to audit requests, vendor requests/billing and federal government compliance.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Benefits Administration
    • Serves as point of contact for staff on all benefit issues. Handles all benefit related inquires and grievances.
    • Targets and coordinates benefits related staff training and prepares materials to introduce, inform and educate staff.
    • Responsible for benefit orientation of new hires, including providing information during recruitment process.
    • Responsible for benefit enrollment of all new hires, including the input of elections into vendor systems and or managing the self-service systems including the payroll/HRIS system, benefits enrollment and insurance carrier platforms, retirement vendors, cafeteria plan vendors etc.
    • Works directly with external broker to ensure timely compliance for audits and forms (5500’s, annual notices, SPD’s etc.)
    • Administers all FMLA, STD, and LTD processes.
    • Schedules and provides guidance for new hire interfacing with HRIS to set up benefits
    • Performs monthly reconciliations of benefit invoices.
    • Performs periodic audits and updates of all benefit information, systems and records; including the payroll/HRIS system and the APA’s Intranet.
    • Maintains and updates benefit records and files, ensures federal, state and organization compliance requirements are consistently met.
    • Implements enhancements to the benefit program.
    • Responsible for the Open Enrollment season processing and procedures to include, but not limited to launching the HRIS module, vendor marketing, staff/management, presentations, enrollment materials, enrollment processing and other implementations.
    • Administers the Tuition Assistance Program.
    • Coordinates employee education workshops/seminars provided by benefits vendors  
    • Determines employee benefit interests by conducting employee surveys; forming focus groups; analyzing responses.
    • Recommends employee benefit programs by examining, evaluating, and optimizing employee understanding, acceptance, and interests, costs, regulatory requirements, and competitive advantage.
    • Evaluates and makes recommendations to senior management for benefit related contracts.
    • Acts as primary point of contact for benefit providers and liaisons between employees and benefit providers.
    • Coordinates benefit related matters with human resources department.
  • HRIS Administration
    • Enters and updates employee withholding information in HRIS/payroll system.
    • Enters all personnel changes in HRIS/Payroll system and reconciles them to assist with the bi-weekly payroll process.
    • Works collaboratively with Payroll administrator to ensure a seamless and accurate payroll process.
    • Review weekly vendor file submissions from HRIS to carriers to ensure no errors.
    • Conducts ongoing research into emerging trends, issues and best practices in employee benefits and provides recommendations for changes in the benefit plans as well as enhancement in the systems and processes used to administer benefits.
  • Compliance
    • Maintains knowledge of existing and new compliance recommendations evaluating when and how a new compliance matter affects APA. Makes recommendations to leadership and implements change to ensure continued compliance with federal and state regulations as well as insurance carrier rules.
    • Assist Finance with the filing of the APA’s 5500’s, Summary Annual Report, and facilitates compliance testing of benefit plans; ensures that benefits are in compliance with applicable regulations.
    • Responsible for generating all Audit Responses pertaining to benefit plans.
    • Responsible for all ACA required Filings.
  • Establish and maintain department records and reports; participate in department and Association meetings such as seminars
  • Maintain organizational charts and employee directory information
  • Collaborate with other members of the HR team to suggest, plan, and facilitate training sessions on recruiting, onboarding, and other relevant topics.
  • Draft, revise, edit, and proofread company policies and procedures and related documents as necessary.
  • Assist with drafting and sending of employee communications from the HR department.
  • Assist with other projects and duties as assigned.

 

Requirements

  • Bachelor’s degree, preferably in Human Resources or a related area
  • Minimum 5 – 7 years of experience with total benefit administration within a large group (100+ employees) market and the experience implementing programs in compliance with related federal and state laws and applicable HR practices including administration of retirement plans   
  • Experience with various HRIS platforms
  • Intermediate to advanced capability utilizing Microsoft Office (Word, Excel, Outlook, and Power Point)
  • Experience with Internet research preferred
  • Comprehensive knowledge of state and federal laws relating to benefits to include but not limited to HIPPA, ERISA, and COBRA
  • Excellent customer service and interpersonal skills that specifically exhibit cordiality, diplomacy and patience
  • Detail oriented and highly organized
  • Strong analytical and problem-solving abilities
  • Ability to be multi-task, work under pressure and complete work in a timely manner and within deadlines
  • Ability to work both independently and with groups
  • Ability to prioritize multiple tasks under pressure with competing deadlines while adhering to strict deadlines
  • Ability to synthesize material and information quickly and accurately
