Job Description:
FUNCTION AND SCOPE
Under general guidance of the Director of HR, the incumbent manages the Research Foundation Central Office human resources function for approximately 140 employees. This is a generalist position that includes implementing HR policy and procedures, organizational development programs, staff recruitment, employee coaching, payroll processing, benefits and leave administration, compensation and classification, affirmative action and compliance reporting. This position will provide leadership, coaching and guidance to staff reports. This position also handles facilities operations for the building where the Central Office is located

HUMAN RESOURCES RESPONSIBILITIES
  • Consult with all levels of staff and management to provide outstanding HR support, including interpretation and communication of policies and procedures
  • Build relationships and trust to effectively gauge needs and identify issues early in the process and take a proactive approach to resolving problems
  • Work with hiring managers on recruitment of vacant positions. Develop comprehensive sourcing plans to create a diverse candidate pipeline and improve candidate quality
  • Educate hiring managers regarding staffing process to promote consistent candidate selection methods. Manage interview and selection process
  • Develop and implement Central Office programs to increase employee engagement and create process improvement. Provide training on programs and processes as needed
  • Administer Central Office leadership development programs including supervisory training
  • Oversee development of the Central Office affirmative action plan. Manage applicant tracking requirements and related documentation to ensure compliance with OFCCP, and other government regulations
  • Keep abreast of HR regulatory changes and ensure compliance at Central Office
  • Administer the Central Office compensation programs and the performance management plan
  • Work with HR Coordinator on employee on-boarding activities and orientations, and exiting activities, including cobra administration and exit interviews
  • Maintain and update information for employees including, Central Office HR policies, procedures, guidance and forms
  • Oversee leave administration process for Central Office. Work with employees to administer leave of absences, disability, PFL, FMLA and workers' compensation
  • Advise on employee relations issues and provide coaching and counseling to staff on personnel issues as needed
  • Analyze data and produce reports, documents and surveys. Process payroll, review payroll reports for internal controls and ensure effective communication between HR and payroll
  • Supervise HR Coordinator. Develop staff through regular feedback and coaching, annual performance review, development plan, and reward and recognition
  • Other duties as assigned

    FACILITES RESPONSIBILITIES
  • Work with the property management vendor and other external contractors to ensure that facility maintenance operations are being handled in a prompt, safe, efficient, and cost effective manner
  • Identify maintenance and repair needs and ensure that they are handled in a proactive manner when possible
  • Provide communication to staff of any maintenance issues that could impact operations
  • Responsible for building safety and emergency preparedness. Includes working with law enforcement and fire department officials to ensure the safety of staff and the building
  • Work with department heads on space needs for employees
  • Manage the budget and other financial aspects of facilities
  • Supervise Facility Coordinator and Mail Clerk. Develop staff through regular feedback and coaching, annual performance review, development plan, and reward and recognition
  • Other duties and special projects as assigned
    ?Requirements:
    EDUCATION/EXPERIENCE/SKILLS
  • Requires a bachelor's degree plus at least 3 to 5 years of progressively responsible relevant professional experience in Human Resources, or equivalent combination of education and experience
  • The incumbent must be able to work independently, develop solid relationships with all employees and work as part of a team to deliver outstanding HR service
  • Strong knowledge of Federal and State employment regulations, and HR concepts and practices required.
  • This position requires excellent written and verbal communication skills and organizational skills. Strong knowledge and experience with Microsoft Office
  • Strong attention to detail
  • The incumbent must possess a high level of confidentiality, proficiency and accuracy in all duties
  • Ability to prioritize workflow and manage conflicting priorities in a fast paced, environment
  • Excellent interpersonal and diplomacy skills with demonstrated ability to establish good customer service relationships
  • Strong team player; ability to adapt in a high change environment
  • Experience with facilities operations preferred
