Description

The Facilities Services (FS) Department Human Resource (HR) Manager is responsible for managing and delivering all facets of recruiting success throughout the department. This will be achieved through the development and implementation of local and regional recruiting plans, employing traditional sourcing strategies and resources as well as developing and implementing new, creative recruiting ideas. The FS Department HR Manager will play a critical role in ensuring that the FS Department supervisors are hiring the best possible talent and will maintain close working relationships with campus Human Resources to achieve this including organizing and conducting on-site job fairs and participating in campus career fairs as well as regional campus/ trade school career fairs to attract talent. The position occupant will also oversee and manage FS Departmental HR functions and personnel accomplishing these functions and will serve as proxy for Director in reviewing and approving all FS Departmental HR transactions as necessary.

 

Specific Duties to include:

  • Provide advice and counsel to managers and supervisors regarding personnel practices, policy and employment laws.
  • Assess departmental unit staffing needs and work with hiring managers on developing recruiting strategies.
  • Assist in preparation of position descriptions and related job announcements. Lead the creation of a recruiting and interviewing plan for each open position.
  • Research and recommend new sources for active and passive candidate recruiting and develop a pool of qualified candidates in advance of need.
  • Attend local professional and trade group meetings and create contacts within Trades industry to build networks to find qualified candidates.
  • Use social and professional networking sites to identify and source candidates.
  • Work with UT Knoxville HR to have vacancies posted in on-line venues, newspaper classifieds, with professional organizations, and in other position appropriate venues.
  • Augment UT Knoxville HR job advertising by posting job announcements to other appropriate sources to include Internet or trade journals/ magazines/ websites.
  • Suggest Improvements to the FS Department website to assist in recruiting.
  • Aid UT Systems media relations in establishing a recognizable employer of choice reputation for the UT Knoxville FS Department, both internally and externally.
  • Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads.
  • Develop, coordinate and implement College and Trade School recruiting initiatives.
  • Organize and conduct HR recruitment fairs and college/ Trade School visits
  • Develop and track measurable facets of the recruiting and hiring process.
  • Composes correspondence and answers inquiries regarding departmental HR recruitment matters.
  • Supervise FS Department human resource staff in all aspects of employee performance management including work tasking, leave approval, training, performance review, evaluation and recommendations for performance awards.
  • Serve as proxy for Director to approve all departmental HR transactions as necessary.
  • Oversee the management of HR records including applicant search files and FS Department Human Resources Personnel Files.
  • Oversee Workers' Compensation and Family Medical Leave coordination of leave absences and departmental reporting responsibilities for occupational injuries or illness.
  • Performs other special projects as assigned.

 

Qualifications

Minimum Qualifications:

  • Bachelor's Degree in Human Resource Mgmt., Business Mgmt., Social Sciences, or related
  • Five years' experience in a human resources role related to recruiting, hiring, or employee relations.
  • Proven candidate sourcing and relationship building skills.
  • General knowledge of various federal and state employment laws and practices.
  • Ability to collect and interpret data-based measurements.
  • Ability to work with confidential data and recruitment database mgmt. systems.
  • Ability to organize and conduct HR recruitment fairs and college/ Trade School visits
  • Ability to work well on your own with minimum oversight or assistance.
  • Knowledge and experience in working with of Microsoft Office software to include Excel, Word, PowerPoint.

 

Preferred Qualifications:

  • Master's degree in HR Mgmt. or related
  • Professional in HR Certification (PHR) or equivalent
  • Experience in Technical/ skilled craft recruiting
